The recount in the 71st Assembly District has concluded, and the time for appeal has passed. Therefore, with this letter, I am delivering a Certificate of Election and transmittal letter for the winner in the 71st Assembly District to you for distribution. A Certificate of Election and transmittal letter for the 21st Assembly District winner was sent to you on July 31, 2003.
