Joint Rule 3 (4): The rule is created to prohibit a report of a committee of
conference on an executive budget bill from being considered by either house of the
legislature until the report has been made available to the members of that house
for at least 7 days.

Joint rule 3 (4) is created to read:
3 (4) A report of a committee of conference on an executive budget 6
bill introduced under section 16.47 (1) of the statutes may not be considered by either 7
house until it has been made available to the members of that house for at least 6 8
days after the day on which the members receive a summary of the bill prepared by 9
the legislative fiscal bureau.
