Stats. s. 45.35 (3d)(b), the Wisconsin Department of Veterans Affairs and the Wisconsin Council on Veterans Programs jointly submit the biennially report to the chief clerk of each house of the legislature for distribution to the legislature under s. 13.172 (2), including a general summary of the activities and membership over the past two years of the council and each organization on the council.

To the Honorable, the Legislature:
It is with great pleasure that we present the July 1, 2003- June 30, 2005 annual report from the State Council on Affirmative Action. The report details the Council's activities and specifically highlights both the Fourth and Fifth Annual Diversity Awards that are provided to agencies and universities with the most productive initiatives and best practices in affirmative action and diversity.
The State Council on Affirmative Action is in its 28th year of operation and continues to explore new ideas in order to foster measurable progress towards an equitable and diverse work force in state government and the University of Wisconsin system.
The efforts of the Council have strived to compliment the mission of the Division of Affirmative Action and the Office of State Employment Relations, which is to provide innovative human resources leadership and strategic direction to Wisconsin State Government in order to maximize the quality and diversity of the state's workforce.
I am convinced that the efforts of the Council will continue forward to increase the opportunities of both Wisconsin State Government and the University System to achieve diversity in all applicable procedures and practices. We look forward to many more productive and prosperous years of growth for this effort.
