I am writing to inform you of my resignation from the Women's Council, effective immediately.
Please be assured my resignation is not because of lack of interest nor any concerns I have about the Women's Council's focus or mission. Instead, I am resigning due to the increased committee responsibilities I have this legislative session. I currently chair the Senate Health, Children, Families, Aging, and Long Term Care and I Co-Chair the Joint Legislative Audit Committee. In addition to chairing these two committees I chair a subcommittee of the State Building Commission, serve as Vice Chair of the State Council on Alcohol and Other Drug Abuse Council, and serve on the Senate Judiciary, Corrections, and Privacy Committee. And as many of you well know, I am very active in events and programs in the communities I serve and I'm advancing many legislative initiatives.
Thank you for your service and all that you do on the Women's Council to "enhance the ability of all Wisconsin women to participate fully in all aspects of life."

The Department of Public Instruction is submitting the 2004 annual report on the status of bilingual-bicultural education programs as required under s. 115.96, Wis. Stats. This report provides data from the state-aided bilingual-bicultural/ESL education programs for the 2004 fiscal year (July 1, 2003, through June 30, 2004).
This annual report presents details on the state's administration and funding of bilingual education in Wisconsin, including the number of pupils from minority languages served, the locations of the state-aided programs during the 2002 and 2004 fiscal years, and staff-related data. In addition, the report comments on factors contributing to program expansion and the continuously lower annual reimbursement rates for school districts.

This biennial report, which is required under s. 13.94(1)(j), Wis. Stats., summarizes the Legislative Audit Bureau's statutory responsibilities and highlights significant accomplishments from January 1, 2003 through December 31, 2004.
In the 2003-04 biennium, we produced more than 60 independent audits, evaluations, reviews, opinions, and certifications. These documents help to assure the Legislature and the public that financial transactions and management decisions have been made effectively, efficiently, and in compliance with the law and that the policies and practices of state agencies are consistent with legislative intent. Our work frequently includes recommendations for improving government programs and services, maximizing federal reimbursements, and ensuring that public funds are wisely spent and appropriately accounted for.

Relating to the Creation of the State Interoperability Executive Council (SEIC)
WHEREAS, Wisconsin recognizes the importance of the public safety and protection of public and private property throughout the state; and
WHEREAS, emergency first responders and other vital emergency services utilize different radio frequencies and technologies that are often not interoperable; and
WHEREAS, Wisconsin recognizes the significance of interoperable technology to enable communication emergency first responders in times of emergencies to enhance public safety and homeland security; and
WHEREAS, interoperable public safety communications between and within jurisdictions is critical to the mission of public safety; and
WHEREAS, the attainment of interoperable communications requires statewide coordination and leadership;
NOW, THEREFORE, I Jim Doyle, Governor of the State of Wisconsin, by the authority vested in me by the Constitution and the laws of this State, and specifically by Section 14.019 of the Wisconsin Statutes, do hereby:
Create the State Interoperability Executive Council (hereinafter the "SEIC"); and
2. Provide that the Council shall consist of fifteen (15) members appointed by the Governor to serve at the pleasure of the Governor; and
3. Provide that the members of the Council shall include at least the following individuals:
Executive Director of the Office of Justice Assistance (or designee);
Adjutant General (or designee);
Secretary of the Department of Natural Resources (or designee);
Secretary of the Department of Transportation (or designee);
Chief Information Officer, State of Wisconsin, Administrator of the Division of Enterprise Technology, Department of Administration (or designee);
