Dear Chief Clerk Fuller:
I would like to have recorded in the Assembly Journal for Thursday, October 17, 2013, that if I had been present to vote on Special Session Senate Bill 1 and Special Session Assembly Bill 4, I would have voted AYE on both bills. I attempted to pair my votes on each and was denied that opportunity.
  I fully support these proposals.
Sincerely,
Edward Brooks
