SB292-SA2,1,11 At the locations indicated, amend the bill as follows:
SB292-SA2,1,2 21. Page 18, line 19: delete lines 19 to 22 and substitute:
SB292-SA2,1,5 3"(17) "Independent expenditure committee" means any person, other than an
4individual, or any permanent or temporary combination of 2 or more persons
5unrelated by marriage that satisfies any of the following:
SB292-SA2,1,96 1. It has the major purpose of making independent expenditures, as specified
7in the person's organizational or governing documents, the person's bylaws,
8resolutions of the person's governing body, or registration statements filed by the
9person under this chapter.
SB292-SA2,1,1310 2. It uses more than 50 percent of its total spending in a 12-month period on
11independent expenditures and expenditures made to support or defeat a
12referendum. In this subdivision, total spending does not include a committee's
13fundraising or administrative expenses.".

12expenditures for express advocacy, expenditures made to support or defeat a
13referendum, and contributions made to a candidate committee, legislative campaign

17legislative campaign committee, political party, or recall committee.".

4expenditures made to support or defeat a referendum. In this subdivision, total
5spending does not include a committee's fundraising or administrative expenses.

SB292-SA2,3,108 (c) It does not receive contributions or make disbursements or contributions for
9the purpose of influencing or attempting to influence a candidate's nomination or
10election.".

13that would otherwise apply under this chapter, but subject to the applicable

15a street address in this state shall submit reports on a form prescribed by the board
16of all disbursements made and obligations incurred with respect to an election for a
17state or local office in this state and contributions from sources in this state.".

SB292-SA2,4,13 1317. Page 124, line 6: after that line insert:
SB292-SA2,4,21 14"(1m) Reconciliation provision. If 2015 Assembly Bill 388 or 2015 Senate Bill
15294 is enacted into law, the legislative reference bureau shall, when preparing the
16statutes for publication, change the term "government accountability board" to
17"ethics commission"; substitute "commission" for "board"; and make other changes
18necessary to effect the terminology change in chapter 11 of the statutes. The
19legislative reference bureau shall also identify and incorporate other changes that
20are necessary to effect the reconciliation of this act and 2015 Assembly Bill 388 or
212015 Senate Bill 294.".
