1An Act to renumber and amend
16.84 (5); and to create
16.84 (5) (a) 2. of the 2
statutes; relating to: leases of real property for executive agencies and a plan
3to relocate the Department of Children and Families headquarters.
Analysis by the Legislative Reference Bureau
This bill requires that the Department of Administration, when entering into
or renewing a lease of real property for an executive branch agency, perform a
cost-benefit analysis for that agency and the Joint Committee on Finance of any
savings that would accrue to the state if the agency were relocated. In performing
the cost-benefit analysis, this bill requires DOA to solicit at least three lease options.
Two options must be in the two counties, other than Dane and Milwaukee, in which
the executive branch agency provides the greatest number of services, and the third
option may be in Dane or Milwaukee County.
This bill also requires the Department of Children and Families to develop a
plan to move DCF headquarters from the city of Madison to Milwaukee County. The
bill requires DCF to include in the plan the costs of relocating the headquarters, a
timeline for implementing the relocation, and a list of options for Milwaukee County
locations. The bill requires DCF to complete the plan in time for the plan to be
included in DCF's 2019-21 biennial budget request.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
16.84 (5) of the statutes is renumbered 16.84 (5) (a) 1. and amended 2
(a) 1. Have responsibility, subject to approval of the governor, for all 4
functions relating to the leasing, acquisition, allocation and utilization of all real 5
property by the state, except where such responsibility is otherwise provided by the 6
statutes. In this connection, the department shall, with the governor's approval

physical consolidation of office space utilized by any executive 9
branch agency, as defined in s. 16.70 (4),
having fewer than 50 authorized full-time 10
equivalent positions with office space utilized by another executive branch agency, 11
whenever feasible. The department shall lease
or acquire office space for legislative offices or legislative service 13
agencies at the direction of the joint committee on legislative organization. In this 14subsection, “executive branch agency" has the meaning given in s. 16.70 (4).
16.84 (5) (a) 2. of the statutes is created to read:
(a) 2. Before entering into or renewing a lease for an executive branch 17
agency, as defined in s. 16.70 (4), provide to the agency and the joint committee on 18
finance a cost-benefit analysis that considers any savings that would accrue to the 19
state if the executive branch agency were relocated. As part of the cost-benefit 20
analysis, the department shall identify counties in which the executive branch 21
agency provides the greatest number of services. The department shall solicit at
least 3 lease options, 2 of which shall be in the 2 counties, excluding Dane and 2
Milwaukee counties, in which the executive branch agency provides the greatest 3
number of services, and one of which may be in Dane or Milwaukee County. The lease 4
options shall, if possible, include proposals from qualified property owners.
(1) Relocation of department of children and families headquarters.
department of children and families shall develop a plan to move the department's 8
headquarters from the city of Madison to Milwaukee County. In the plan, the 9
department of children and families shall provide in detail the costs of relocating the 10
headquarters, a timeline for implementing the relocation, and a list of options for 11
Milwaukee County locations. The department of children and families shall 12
complete the plan in time for the plan to be included in the department of children 13
and families' 2019-21 biennial budget request.
