This bill allows persons interested in expressing their support for state parks
to obtain special registration plates that provide admission into state parks and
Under current law, members of certain designated special groups may obtain
from the Department of Transportation special registration plates for certain
vehicles that are owned or leased by special group members. A fee, in addition to the
regular registration fee for the particular kind of vehicle, is charged for the issuance
or reissuance of most special plates.
The bill establishes an authorized special group specifically enumerated in
state law for persons interested in obtaining special plates expressing support for
state parks. The bill provides that, in addition to the regular vehicle registration fee,
special group members are required to make a voluntary payment for issuance or
reissuance of the special plates that is equal to the amount required for an annual
vehicle admission receipt issued by the Department of Natural Resources (currently
The bill provides that $23,700 of the funds from the voluntary payment are
retained by DOT for the initial costs of production of these special plates. After this,
the voluntary payment is deposited in the conservation fund for use for state parks.
Under current law, vehicles entering state parks or DNR recreational sites are
required to display an annual or daily admission receipt. The bill provides that no
vehicle admission receipt is required for any vehicle displaying a current state park
special registration plate issued by DOT.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
25.29 (1) (a) of the statutes is amended to read:
(a) Except as provided in ss. 25.293 and 25.295, all moneys accruing 3
to the state for or in behalf of the department under chs. 26, 27, 28, 29, 169, and 350, 4
subchs. I and VI of ch. 77 and ss. 23.09 to 23.31, 23.325, 23.33, 23.335, except as 5
provided in s. ss.
25.40 (1) (bt), 23.35 to 23.42, 23.50 to 23.99, 30.50 to 30.55, 71.10 6
(5), 71.30 (10), and
90.21, and 341.14 (6r) (b) 23.,
including grants received from the 7
federal government or any of its agencies except as otherwise provided by law.
25.40 (1) (a) 38. of the statutes is created to read:
(a) 38. Moneys received under s. 341.14 (6r) (b) 23. that are deposited 10
into the conservation fund.
27.01 (7) (c) 13. of the statutes is created to read:
(c) 13. Any vehicle displaying a current state park special registration 13
plate issued by the department of transportation under s. 341.14 (6r) (f) 70.
341.14 (6r) (b) 23. of the statutes is created to read:
(b) 23. In addition to the fee under subd. 2., a voluntary payment 16
equal to the amount of the fee for an annual vehicle admission receipt under s. 27.01 17
(7) (f) 1. shall be collected in connection with the issuance or renewal of a plate issued
on an annual basis for the special group specified under par. (f) 70. In addition to the 2
fee under subd. 2., a voluntary payment equal to twice the amount of the fee for an 3
annual vehicle admission receipt under s. 27.01 (7) (f) 1. shall be collected in 4
connection with the issuance or renewal of a plate issued on a biennial basis for the 5
special group specified under par. (f) 70. if the plate is issued or renewed during the 6
first year of the biennial registration period or equal to the amount of the fee for an 7
annual vehicle admission receipt under s. 27.01 (7) (f) 1. for the issuance or renewal 8
if the plate is issued or renewed during the 2nd year of the biennial registration 9
period. No plate may be issued for the special group specified under par. (f) 70. unless 10
the voluntary payment under this subdivision is collected. All moneys received 11
under this subdivision in excess of $23,700, for the initial costs of production for the 12
special group plates, shall be deposited in the conservation fund for use for state 13
341.14 (6r) (f) 70. of the statutes is created to read:
(f) 70. Persons interested in expressing their support for state 16
341.14 (6r) (fm) 7. of the statutes is amended to read:
(fm) 7. After October 1, 1998, additional authorized special groups 19
may only be special groups designated by the department under this paragraph. The 20
authorized special groups enumerated in par. (f) shall be limited solely to those 21
special groups specified under par. (f) on October 1, 1998. This subdivision does not 22
apply to the special groups specified under par. (f) 3m., 6m., 9g., 9m., 12g., 12m., 23
15m., 15n., 15o., 15p., 15q., 19m., 33m., 48m., 49d., 49h., 49s., 54., 55., 55m., 56., 57., 24
58., 59., 60., 61., 61m., 61r., 62., 63., 64., 65., 65m., 66., 67., 68., and
69., and 70.
