NOTICE OF PUBLIC HEARING
CLEARINGHOUSE RULE 23-043
The State of Wisconsin Department of Transportation proposes an order to amend permanent rule Wis. Admin. Code ch. Trans 129 relating to motorcycle licensing and courses.
NOTICE IS HEREBY GIVEN that, pursuant to ss. 227.17, Stats., the State of Wisconsin Department of Transportation (“WisDOT”) will hold a public hearing on proposed permanent rule Wisconsin Administrative Code ch. Trans 129 relating to motorcycle licensing and courses.

Appearances at the Hearing and Submittal of Written Comments: Interested persons are invited to appear at the hearing and will be afforded the opportunity to make an oral presentation of their positions. Persons making oral presentations are requested to submit their written comments.
Written comments will be accepted until Thursday, January 25, 2024 at 4:30 p.m. and may be sent to Christina Olson, Wisconsin Department of Transportation Administrative Rules Coordinator by email at DOTAdminRules@dot.wi.gov. Comments can also be made through the Legislature’s Administrative Rules website at http://docs.legis.wisconsin.gov/code/comment.
Accessibility: If you have special needs or circumstances regarding communication or accessibility at a hearing, please contact Christina Olson, Administrative Rules Coordinator, at (608) 266-9901 prior to the hearing date. Accommodations such as ASL interpreters, English translators, or materials in audio format will be made available upon request to the fullest extent possible.
Initial Regulatory Flexibility Analysis: It is anticipated that this rule will have minimal impact to small businesses, including motorcycle rider education providers, as most of the changes to the administrative rule are already requirements of the current curriculum provider and have been implemented by rider education sites across the state.
Any procedures that need to occur are part of current practice and will not cost rider education sites or the Wisconsin Motorcycle Safety Program any additional funds. Monitoring of compliance is already taking place on a regular basis and will not need to be significantly adjusted to meet the guidelines of the updated administrative rule.
