2. Detailed description of the objective of the proposed rule:
The objective of the proposed rule is to make the following updates that are necessary for improving the administration of ch. VA 15 of the Wisconsin Administrative Code:
Amends the chapter title from American Indian Veterans’ Service Grants to Tribal Veterans Service Officer Grants.
Amends s. VA 15.02 (3) for consistency with a related provision in ch. 45, Stats. Currently, s. VA 15.02 (3) reads (in part) “…any new tribal veterans service officer after August 1, 2000. This date does not appear in s. 45.82 (4) and is therefore eliminated in the proposed rule.
Amends s. VA 15.02 to streamline the application process in accordance with s. 45.82 (4), Stats.
Make updates as necessary and amend provisions to bring the rule into conformity with current statutes and drafting standards for style and format.
3. Description of the existing policies relevant to the rule, new policies proposed to be included in the rule, and an analysis of policy alternatives:
There are no alternative means to address the need for the proposed administrative rules as presented above.
4. Detailed explanation of statutory authority for the rule (including the statutory citation and language):
Section 45.03 (2), Stats., authorizes the Secretary of the Department to promulgate rules necessary to carry out the purposes of ch. 45 and the powers and duties conferred upon it.
Section 45.82 (4), Stats., requires the Department to promulgate rules to implement this subsection.
5. Estimate of amount of time that state employees will spend developing the rule and of other resources necessary to develop the rule:

Applicants for the tribal veterans service grant program.

None.

There is no anticipated impact on small businesses.
