AB557-ASA1-AA34,1,11 At the locations indicated, amend the substitute amendment as follows:
AB557-ASA1-AA34,1,4 21. Page 5, line 5: increase the dollar amount for fiscal year 1995-96 by $36,100
3and increase the dollar amount for fiscal year 1996-97 by $158,400 to increase
4funding for the purpose for which the appropriation is made.
AB557-ASA1-AA34,1,5 52. Page 31, line 3: after that line insert:
AB557-ASA1-AA34,1,6 6" Section 64. 85.20 (4m) (am) of the statutes is amended to read:
AB557-ASA1-AA34,2,97 85.20 (4m) (am) From the amounts appropriated under s. 20.395 (1) (bu), the
8department shall make supplemental payments of state aid to each eligible
9applicant in an urban area served by an urban mass transit system with annual
10operating expenses in excess of $20,000,000 and annual ridership exceeding
117,000,000 one-way revenue passenger trips
having a population as shown in the
121990 federal decennial census of more than 200,000 and meeting the federal
13definition of urbanized area for the purpose of federal mass transit aid
. State aid to
14an eligible applicant under this paragraph shall be paid in each fiscal year according
15to a schedule established by the department. The department may not make the last

1payment for a fiscal year until the department has completed an audit under sub. (3)
2(c) of the applicable urban mass transit system for the most recent state aid contract
3period. Payments under this paragraph are in addition to any payments made under
4par. (a). Each eligible applicant shall provide a local contribution, exclusive of user
5fees, toward operating expenses in an amount equal to at least 20% of any
6supplemental payment of state aid to that eligible applicant under this paragraph.
7Payments under this paragraph shall be made so that the sum of state and federal
8aids distributed to each eligible applicant for a state aid contract period is equal to
9a uniform percentage of operating expenses established by the department.".

AB557-ASA1-AA34,2,13 11"(3h)Mass transit operating assistance. The treatment of section 85.20 (4m)
12(am) of the statutes first applies to urban mass transit operating assistance
13payments for calendar year 1996.".

AB557-ASA1-AA34,2,16 15"(8j) Mass Transit operating assistance. The treatment of section 85.20 (4m)
16(am) of the statutes takes effect on January 1, 1996.".
