TO 2003 SENATE BILL 250

SB250-SA2,1,11 At the locations indicated, amend the bill as follows:
SB250-SA2,1,4 21. Page 1, line 4: delete "and operation of a Hmong cultural center" and
3substitute "of a facility for an organization known as the Multicultural Center of
4Green Bay".
SB250-SA2,1,5 52. Page 2, line 1: delete lines 1 to 24 and substitute:
SB250-SA2,1,6 6" Section 1m. 13.48 (38) of the statutes is created to read:
SB250-SA2,2,27 13.48 (38) Multicultural Center of Greater Green Bay. (a) The legislature
8finds and determines that the population of Wisconsin consists of a number of
9peoples of diverse cultures. The legislature finds that supporting cultural diversity
10throughout Wisconsin is a statewide responsibility of statewide dimension. To better
11ensure the cultural diversity of this state, the legislature finds that it will have a
12direct and immediate effect on a matter of statewide concern for the state to construct

1a facility for an organization known as the Multicultural Center of Greater Green
2Bay.
SB250-SA2,2,93 (b) Notwithstanding s. 18.04 (1) and (2), the building commission shall
4authorize $500,000 in general fund supported borrowing to make a grant to an
5organization known as the Multicultural Center of Greater Green Bay for
6construction of a facility in Green Bay. As a condition precedent to receipt of the
7grant, the organization shall enter into an agreement with the secretary of
8administration guaranteeing that the facility will be operated to serve the
9nonsectarian cultural interests.
SB250-SA2,2,1310 (c) If, for any reason, the grant under par. (b) is not used to construct the facility
11in Green Bay, or the center is not operated to serve nonsectarian cultural interests,
12the state shall retain an ownership interest in the facility equal to the amount of the
13state's grant.".

SB250-SA2,2,16 154. Page 3, line 14: delete the material beginning with that line and ending with
16page 4, line 2, and substitute:
SB250-SA2,2,17 17" Section 3m. 20.866 (2) (zbt) of the statutes is created to read:
SB250-SA2,2,2218 20.866 (2) (zbt) Multicultural Center of Greater Green Bay. From the capital
19improvement fund, a sum sufficient for the building commission to provide a grant
20to the organization specified in s. 13.48 (38) (b) for construction of a facility in the city
21of Green Bay. The state may contract public debt in an amount not to exceed
22$3,000,000 for this purpose.
SB250-SA2, s. 4m 23Section 4m. 20.867 (3) (bo) of the statutes is created to read:

120.867 (3) (bo) Principal repayment, interest and rebates; Multicultural Center
2of Greater Green Bay.
A sum sufficient to reimburse s. 20.866 (1) (u) for the payment
3of principal and interest costs incurred in financing the construction of a facility for
4an organization known as the Multicultural Center for Greater Green Bay, and to
5make the payments determined by the building commission under s. 13.488 (1) (m)
6that are attributable to the proceeds of obligations incurred in financing the facility.".

SB250-SA2,3,28 20"(2x) Notwithstanding section 13.48 (38) (b) of the statutes, as created by this
21act, the building commission shall not make a grant to an organization known as the
22Multicultural Center of Greater Green Bay for construction of a facility, as
23enumerated in 2003 Wisconsin Act 33, section 9106 (1) (am), under section 13.48 (38)
24of the statutes, as created by this act, unless the department of administration has
25reviewed and approved plans for the project. Notwithstanding sections 16.85 (1) and
2616.855 (1) of the statutes, the department of administration shall not supervise any
27services or work or let any contract for the project. Section 16.87 of the statutes does
28not apply to the project.".
