5121.006 (2) (d) and 121.02 (1) (c) (intro.); to repeal and recreate 14.20 (1); and

10statutes; relating to: the governor's read to lead development fund, the Read
11to Lead Development Council, grants in support of literacy and early childhood
12development programs, teacher licensure, screening kindergarten pupils for
13reading readiness, interventions or remedial reading services for certain

1pupils, evaluating teacher preparatory programs and educator effectiveness, a
2school and school district accountability system, requiring the exercise of
3rule-making authority, and making an appropriation.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB558-ASA2, s. 1 4Section 1. 13.94 (1) (dL) of the statutes is created to read:
AB558-ASA2,2,75 13.94 (1) (dL) Annually, conduct a financial audit of the governor's read to lead
6development fund. The legislative audit bureau shall file a copy of the report of the
7audit under this paragraph with the distributees specified in par. (b).
AB558-ASA2, s. 2 8Section 2. 13.94 (1s) (c) 6. of the statutes is created to read:
AB558-ASA2,2,109 13.94 (1s) (c) 6. The department of administration for the cost of the audit
10under sub. (1) (dL).
AB558-ASA2, s. 3 11Section 3. 14.017 (5) of the statutes is created to read:
AB558-ASA2,2,1312 14.017 (5) Read to lead development council. (a) There is created in the office
13of the governor a read to lead development council consisting of all of the following:
AB558-ASA2,2,1514 1. The governor or his or her designee, who shall serve as chairperson of the
15council.
AB558-ASA2,2,1716 2. The state superintendent of public instruction or his or her designee, who
17shall serve as vice-chair of the council.
AB558-ASA2,2,2018 3. The chairpersons of the committees in the assembly and the senate whose
19subject matter is elementary and secondary education or members of those
20committees designated by those chairpersons.
AB558-ASA2,2,2221 4. The ranking minority members of each of the committees under subd. 3. or
22members of those committees designated by the ranking minority members.
AB558-ASA2,2,2323 5. The following members appointed by the governor for 3-year terms:

1a. Two practicing elementary and secondary education teachers or principals.
AB558-ASA2,3,22 b. One practicing preschool teacher.
AB558-ASA2,3,33 c. Three persons representing this state's philanthropic community.
AB558-ASA2,3,44 d. Three persons representing this state's business community.
AB558-ASA2,3,55 e. One person representing the Wisconsin State Reading Association.
AB558-ASA2,3,66 f. One person representing the Wisconsin Reading Coalition.
AB558-ASA2,3,77 g. One person representing the International Dyslexia Association.
AB558-ASA2,3,88 h. One person representing Wisconsin Literacy, Inc.
AB558-ASA2,3,99 i. One person representing the Wisconsin Library Association.
AB558-ASA2,3,1010 j. One person representing this state's research community.
AB558-ASA2,3,1211 k. One person representing an organization that has as its mission service to
12children with various types of disabilities.
AB558-ASA2,3,1313 (b) Section 15.09 applies to the read to lead development council.
AB558-ASA2, s. 4 14Section 4. 14.20 (title) of the statutes is amended to read:
AB558-ASA2,3,16 1514.20 (title) Literacy improvement aids and early childhood
16development grants
.
AB558-ASA2, s. 5 17Section 5. 14.20 (1) of the statutes is repealed and recreated to read:
AB558-ASA2,3,1818 14.20 (1) In this section:
AB558-ASA2,3,1919 (a) "Council" means the read to lead development council.
AB558-ASA2,3,2120 (b) "State superintendent" means the state superintendent of public
21instruction.
AB558-ASA2, s. 6 22Section 6. 14.20 (1m) of the statutes is created to read:
AB558-ASA2,4,323 14.20 (1m) The council shall make recommendations to the governor and state
24superintendent regarding recipients of grants under sub. (2). The amount of each
25grant awarded shall be determined jointly by the governor and the state

1superintendent. In addition to reports required under s. 15.09 (7), annually the
2council shall submit a report on its operation to the appropriate standing committees
3of the legislature under s. 13.172 (3).
AB558-ASA2, s. 7 4Section 7. 14.20 (2) of the statutes is renumbered 14.20 (2) (a) and amended
5to read:
AB558-ASA2,4,86 14.20 (2) (a) From the appropriation under s. 20.525 (1) (f), the governor may
7provide award a grant to any local governmental unit or nonprofit organization
8person other than a school board for support of a literacy improvement program.
AB558-ASA2, s. 8 9Section 8. 14.20 (2) (b) and (c) of the statutes are created to read:
AB558-ASA2,4,1210 14.20 (2) (b) From the appropriation under s. 20.525 (1) (q), the governor may
11award a grant to any person other than a school board for support of a literacy or early
12childhood development program.
AB558-ASA2,4,1513 (c) From the appropriation under s. 20.255 (2) (q), the state superintendent
14may award a grant to a school board for support of a literacy or early childhood
15development program.
AB558-ASA2, s. 9 16Section 9. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert

9is repealed.
AB558-ASA2, s. 13 10Section 13. 20.525 (1) (f) of the statutes is amended to read:

AB558-ASA2, s. 14 13Section 14. 20.525 (1) (q) of the statutes is created to read:

15From the governor's read to lead development fund, a sum sufficient for grants to
16support literacy and early childhood development programs under s. 14.20 (2) (b).
AB558-ASA2, s. 15 17Section 15. 25.17 (1) (ge) of the statutes is created to read:
AB558-ASA2,5,1818 25.17 (1) (ge) Governor's read to lead development fund.
AB558-ASA2, s. 16 19Section 16. 25.79 of the statutes is created to read:
AB558-ASA2,5,23 2025.79 Governor's read to lead development fund. There is established a
21separate nonlapsible trust fund, designated the governor's read to lead development
22fund, consisting of all gifts, grants, bequests, and other contributions made to the
23fund.
AB558-ASA2, s. 17 24Section 17. 115.28 (7) (a) of the statutes is amended to read:

1115.28 (7) (a) License all teachers for the public schools of the state,; make rules
2establishing standards of attainment and procedures for the examination and
3licensing of teachers within the limits prescribed in ss. 118.19 (2) and (3), 118.192,
4and 118.195,; prescribe by rule standards , requirements, and procedures for the
5approval of teacher preparatory programs leading to licensure, including a
6requirement that, beginning on July 1, 2012, and annually thereafter, each teacher
7preparatory program located in this state shall submit to the department a list of
8individuals who have completed the program and who have been recommended by
9the program for licensure under this subsection, together with each individual's date
10of program completion, from each term or semester of the program's most recently
11completed academic year;
file in the state superintendent's office all papers relating
12to state teachers' licenses; and register each such license.
AB558-ASA2, s. 18 13Section 18. 115.28 (7) (e) 2. of the statutes is amended to read:
AB558-ASA2,7,214 115.28 (7) (e) 2. Promulgate rules establishing requirements for licensure as
15an alternative education program teacher and for the approval of teacher education
16programs leading to licensure as an alternative education program teacher. The
17rules shall include a requirement that each teacher education program described in
18this subdivision and located in this state shall, beginning on July 1, 2012, and
19annually thereafter, submit to the department a list of individuals who have
20completed the program and who have been recommended by the program for
21licensure under this subdivision, together with each individual's date of program
22completion, from each term or semester of the program's most recently completed
23academic year.
The rules shall encompass the teaching of multiple subjects or grade
24levels or both, as determined by the state superintendent. The rules may require
25teacher education programs to grant credit towards licensure as an alternative

1education program teacher for relevant experience or demonstrated proficiency in
2relevant skills and knowledge.
AB558-ASA2, s. 19 3Section 19. 115.28 (7g) of the statutes is created to read:
AB558-ASA2,7,44 115.28 (7g) Evaluation of teacher preparatory programs.
AB558-ASA2,7,95 (a) The department shall, in consultation with the governor's office, the
6chairpersons of the committees in the assembly and senate whose subject matter is
7elementary and secondary education and ranking members of those committees, the
8Board of Regents of the University of Wisconsin System, and the Wisconsin
9Association of Independent Colleges and Universities, do all of the following:
AB558-ASA2,7,1610 1. Determine how the performance of individuals who have recently completed
11a teacher preparatory program described in s. 115.28 (7) (a) and located in this state
12or a teacher education program described in s. 115.28 (7) (e) 2. and located in this
13state will be used to evaluate the teacher preparatory and education programs. The
14determination under this subdivision shall, at minimum, define "recently
15completed" and identify measures to assess an individual's performance, including
16the performance assessment made prior to making a recommendation for licensure.
AB558-ASA2,7,1917 2. Determine how the measures of performance of individuals who have
18recently completed a teacher preparatory or education program identified as
19required under subd. 1. will be made accessible to the public.
AB558-ASA2,7,2220 3. Develop a system to publicly report the measures of performance identified
21as required under subd. 1. for each teacher preparatory and education program
22identified in subd. 1.
AB558-ASA2,8,323 (b) Beginning in the 2013-14 school year, the department shall use the system
24developed under par. (a) 3. to annually report for each program identified in par. (a)
251. the rate of passage of individuals who have recently completed a teacher

1preparatory or education program and who have been recommended by the program
2for licensure under s. 115.28 (7) on examinations administered for licensure under
3s. 115.28 (7) and any other information required to be reported under par. (a) 1.
AB558-ASA2,8,114 (c) Beginning in the 2013-14 school year, each teacher preparatory and
5education program shall prominently display and annually update the rate of
6passage of individuals who have recently completed a teacher preparatory or
7education program and who have been recommended by the program for licensure
8under s. 115.28 (7) on examinations administered for licensure under s. 115.28 (7)
9and any other information required to be reported under par. (a) 1. on the program's
10Web site and provide this information to persons receiving admissions materials to
11the program.
AB558-ASA2, s. 20 12Section 20. 115.28 (12) (ag) of the statutes is created to read:
AB558-ASA2,8,1813 115.28 (12) (ag) Beginning in the 2012-13 school year, each school district
14using the system under par. (a) shall include in the system the following information
15for each teacher teaching in the school district who completed a teacher preparatory
16program described in sub. (7) (a) and located in this state or a teacher education
17program described in sub. (7) (e) 2. and located in this state on or after January 1,
182012:
AB558-ASA2,8,2019 1. The name of the teacher preparatory program or teacher education program
20the teacher attended and completed.
AB558-ASA2,8,2221 2. The term or semester and year in which the teacher completed the program
22described in subd. 1.
AB558-ASA2, s. 21 23Section 21. 115.38 (title) of the statutes is amended to read:
AB558-ASA2,8,25 24115.38 (title) School accountability system; performance report;
25educational program review.
AB558-ASA2, s. 22
1Section 22. 115.38 (1) of the statutes is renumbered 115.38 (1m), and 115.38
2(1m) (intro.), (c) and (e), as renumbered, are amended to read:
AB558-ASA2,9,63 115.38 (1m) (intro.) The Annually, the state superintendent shall develop
4prepare a school and school district performance report for use by school districts
5under sub. (2)
. The report shall include all of the following by school and by school
6district:
AB558-ASA2,9,107 (c) Staffing and financial data information, as determined by the state
8superintendent, not to exceed 10 items. The state superintendent may not request
9a school or school board to provide information solely for the purpose of including the
10information in the report under this paragraph.
AB558-ASA2,9,1211 (e) The method of reading instruction used in the school or school district and
12the textbook series used to teach reading in the school or school district.
