To the Honorable, the Legislature:
Pursuant to section 153.10(1), Wis. Stat., we are pleased to submit to the Governor and to the Legislature the eighth annual Health Care Data Report. This report is based on hospital inpatient discharge data reported to the Office of Health Care Information by all operating general medical-surgical and specialty hospitals in Wisconsin from January through December 1996. It also contains selected ambulatory surgery utilization and charge data from general medical-surgical hospitals and freestanding ambulatory surgery centers in Wisconsin during the same period.
This report fulfills the statutory requirement to report "in a manner that permits comparisons among hospitals ... the charges for up to 100 health care services or diagnostic-related groups selected by the office."

Enclosed are copies of the Wisconsin School Performance Report Results for Districts and Schools Within Districts, VolumeI (Grade 4), Volume II (Grade 8), and Volume III (Grade 10). These reports contain the results of the 1997-98 Wisconsin Student Assessment System (WSAS) Knowledge and Concepts Examinations. Sufficient copies are included for distribution to each school in your district in which testing occurred.
Each report also provides:
* background information,
* answers to commonly asked questions,
* description of the content measured on each test,
* sample test items,
* proficiency level descriptors, and
* score analysis of the 1997-98 WSAS Knowledge and Concepts Examinations.
For the first time this year, results of the WSAS examinations are reported by proficiency categories. The proficiency scores show how schools and districts performed on the WSAS examinations based on expectations extablished by Wisconsin educators. Separate proficiency achievement results are reported for reading, mathematics, science, social studies, and enhanced language (language arts plus writing). Also reported, as in previous years, are norm-referenced national percentile ranks that compare school, district, and state with those of a national norm group of students.
