As required by Article V, Section 6 of the Wisconsin Constitution, I am submitting the annual Executive Clemency report to the Legislature, covering those clemency cases upon which final dispositions were rendered for applicants during the calendar year 1996. The following applicants received full pardons in 1996:
Jeffery Alan Blau, convicted of Delivery of Controlled Substance and sentenced on 6/27/85 to 2 years probation, a $1,000.00 fine, and costs, recommended by the Pardon Advisory Board by a vote of 5-0 to be granted a pardon, was granted a pardon on 12/31/96 because he is a productive member of society and otherwise deserving of extraordinary relief.
Debra Jean Bowers, convicted of Prostitution (2 misdemeanor convictions) and sentenced on 6/17/82 to 10 days in jail for each count, Disorderly Conduct (1 misdemeanor conviction) and sentenced on 1/27/83 to a fine of $122.00, Loitering for Prostitution (5 misdemeanor convictions) and sentenced on 8/82,9/82,9/82,9/82, 6/83 to fines and costs of $1,042.00, and Battery (1 misdemeanor conviction) and sentenced on 9/83 to a fine of $200.00, recommended by the Pardon Advisory Board by a vote of 5-0 to be granted a pardon, was granted a pardon on 12/31/96 because she is a productive member of society and otherwise deserving of extraordinary relief.
David G. Hatch, convicted of Sale of a Dangerous Drug - LSD (2 counts) and sentenced on 10/31/72 to 3 years probation and a $500.00 fine, recommended by the Pardon Advisory Board by a vote of 5-0 to be granted a pardon, was granted a pardon on 5/21/96 because he is a productive member of society and otherwise deserving of extraordinary relief.
Carl Adam Mack, convicted of Operating a Vehicle Without the Owner's Consent and sentenced on 7/11/83 to 2 years imprisonment, stayed, 2 years probation, $1,258.00 in restitution, and costs, recommended by the Pardon Advisory Board by a vote of 6-0 to be granted a pardon, was granted a pardon on 11/5/96 because he is a productive member of society and otherwise deserving of extraordinary relief.
John A. Robertson, convicted of Misdemeanor Theft (3 counts) and sentenced on 4/20/79 to 90 days in jail with Huber privileges and 2 years probation, Misdemeanor Theft (2 counts) and sentenced on 2/15/79 2 years probation and a $750.00 fine, and Conspiracy to Commit Armed Robbery and sentenced on 9/15/80 to 2 years 6 months imprisonment, recommended by the Pardon Advisory Board by a vote of 3-2 to be granted a pardon, was granted a pardon on 11/5/96 because he is a productive member of society and otherwise deserving of extraordinary relief.
Harold E. Stafford, convicted of Delivery of Cocaine and sentenced on 10/10/91 to 3 years probation, $1,880.00 in fines and costs, and 200 hours of community service, recommended by the Pardon Advisory Board by a vote of 5-0 to be granted a pardon, was granted a pardon on 5/21/96 because he is a productive member of society and otherwise deserving of extraordinary relief.
