On behalf of the members and staff of the Minnesota-Wisconsin Boundary Area Commission, we are very pleased to submit our 1995-1996 Biennial Report. Enclosed are three copies for you and your office. We would appreciate it if you would arrange for this submission to be acknowledged in the course of Senate business.
We have also submitted copies to the Chief Clerk of the Assembly and the Legislative Reference Bureau of the Wisconsin Legislature, in accordance with the requirements of the Minnesota-Wisconsin Boundary Area Interstate Compact.
We sincerely hope you will find the report of the 1995-1996 Commission actions and of our proposed plans for the coming Biennium to be satisfactory. In serving the common interests. policies and programs of our two sponsor States, and in assisting them and their citizens in resolving issues that need a better consensus, we are always trying to act in a way that upholds the wise use, development and protection of the resources of the Mississippi and St. Croix Rivers, as stated in the Compact.

This is the biennial report of the operations and performance of the Legislative Audit Bureau for the period January 1, 1995 through December 31, 1996, as required by s.
13.94(1)(j), Wis. Stats.
The Legislative Audit Bureau is a nonpartisan service agency of the Wisconsin Legislature and is responsible for conducting financial and program evaluation audits to assist the Legislature in its oversight of executive branch agencies. The Bureau's reports are received and reviewed by the Joint Legislative Audit Committee, whose December 31, 1996 members included:

Prior to June 17, 1996, the Senate Members of the Joint Legislative Audit Committee were Senator Peggy Rosenzweig, Co-Chairperson; Senator Timothy Weeden; Senator Margaret Farrow; Senator Russell Decker(resigned December 19, 1995); and Senator Joseph Wineke. Representative Doris Hanson was appointed to the Committee effective June 17, 1996, replacing former Representative Kimberly Plache, who was elected to the Senate and became Senate Co-Chairperson.
During 1995 and 1996, the audit Bureau completed audits and evaluations of a wide range of programs and issues affecting state and local government . This report includes a description of the Bureau and its responsibilities, and a summary of our work during this period.

This report is transmitted as required by sec. 20.002(11)(f) of the Wisconsin Statutes, (for distribution to the appropriate standing committees under sec. 13.172(3) Stats.), and confirms that the Department of Administration has found it necessary to exercise the "temporary reallocation of balances" authority provided by this section in order to meet payment responsibilities and cover resulting negative balances during the month of December, 1996.
On December 2, 1996 the General Fund balance was -$32.7 million. This shortfall continued until December 3, 1996 when the balance reached $12.0 million. This shortfall was due to the timing of revenues.
On December 2, 1996 the Wisconsin Health Education Loan R3payment Fund balance was -$2 thousand. This shortfall increased to -$13 thousand on December 30, 1996 and continued through the end of the month. This shortfall was due to the timing of revenues.
On December 5, 1996 the Wisconsin Petroleum Inspection Fund balance was -$547 thousand. This shortfall continued until December 19, 1996 when the balance reached $7.89 million. This shortfall was due to the timing of revenues.
The General, Wisconsin Health Education Loan Repayment and Wisconsin Petroleum Inspection Fund shortfalls were not in excess of the $400 million ceiling and did not exceed the balances of the Funds available for interfund borrowing.
The distribution of interest earnings to investment pool participants is based on the average daily balance in the pool and each fund's share. Therefore, the monthly calculation by the State Controller's Office will automatically reflect the use of these temporary reallocations of balance authority.

20.923(5), Wis. Stats., requires that the Board of Regents assign specified titled positions to salary ranges in whatever manner the board determines. The board is required to file a report annually with the Governor and Legislature.
The board has directed that all positions referenced in s.
20.923(5) be assigned to either a State Executive Salary Group or to a UW System salary range based on the following assignment criteria:

II. Positions subject to UWS Salary Range Assignment:
Part A of the attached report designates those positions assigned to State Executive Salary Groups and Part B provides the minimum and maximum for those positions assigned to a UWS Salary Range. The report is dated January 1, 1997 and serves to fulfill this calendar year's reporting requirement.
