I am submitting the quarterly report of the Wisconsin Lottery for the quarter ending June 30, 2000. As required by § 565.37(3), Wis. Stats., the attached materials contain unaudited Wisconsin Lottery year to date Sales and Expenditure information.
The summary information reported here is not intended to be a complete financial accounting of the Wisconsin Lottery Fund. It reflects current law, including provisions of 1999 Wisconsin Act 5.
The 1999-01 biennial budget provides for the payment of retailer commissions, vendor fees and administrative expenses from the General Fund, rather than from the Lottery Fund. Administrative expenditures that were encumbered in fiscal year 1998-99, however, are reported as Lottery Fund expenditures. Adjustments made through the course of the year to ensure compliance with provisions of the 1999-01 biennial budget are noted as such.
Year-to-date transfers of $1,744,634 recorded in the first three quarters of the current fiscal year for Farmland Tax Credit Distributions were reversed in the fourth quarter of the fiscal year.
The Lottery Fund Balance customarily becomes negative during the third fiscal quarter due to the Property Tax Credit distribution made in March.

The report also contains information on child fatalities due to child abuse or neglect.

I am writing to report to you the activities of the TEACH Wisconsin Board as required by Wis. Stats. s. 44.71(2)(a)6.

Since the TEACH Board's biennial report of October 1998, significant progress has been made in the deployment of educational technologies across the state. The data line program has grown by almost 65%, the video link program by 45%, and the Existing Contract Grant program is holding steady. The Board hopes to provide either Internet access or full motion video services to most of the presently eligible institutions by the close of Fiscal Year 2003.
Progress still needs to be made in training teachers to use educational technologies effectively in the classroom to have an impact on student achievement and performance. A comprehensive educational technology training plan developed by TEACH is in place and will be implemented in January 2001. However, a continued commitment to staff development needs to be made by the state.
Finally, new and exciting opportunities are on the horizon with the TEACH Board expanding its efforts to the Governor's Reading Literacy Initiative and his Foreign Language Distance Education Pilot for K-6, as well as continued strengthening of collaborative activities among the state's educational institutions in delivering educational technologies and promoting staff development in those technologies. A detailed explanation of the status of each statutory program, an update on the TEACH Board's collaborative activities, and a description of new TEACH initiatives is attached.

To the Honorable, the Legislature:
A high priority for the Court System for more than a decade has been to obtain a more equitable per diem for reserve judges who serve on a temporary basis for elected judges who are unavailable. To achieve this, the courts have proposed various initiatives in their biennial budget requests to increase the per diem from 70% of the daily rate for a sitting judge to a more appropriate level.
During the executive session held by the Joint Finance Committee on the Courts' FY 99-01 biennial budget request, the following provision was approved, and later signed by the Governor as part of 1999 Wisconsin Act 9:
