The Honorable, The Legislature:
We have audited the financial statements of WHA Radio and Television, which are public telecommunications entities operated by the University of Wisconsin-Extension; and Wisconsin Educational Communications Board (ECB) Radio and Television, which are public telecommunications entities operated by ECB for the period July 1, 1998 through June 30, 1999, and have issued our reports on these statements, dated December 30, 1999.
The audits were requested by the University of Wisconsin-Extension and the ECB to fulfill audit requirements of the Corporation for Public Broadcasting. The Corporation requires audited financial statements of public broadcasting entities and certifications of these entities' non-federal revenue sources in determining future funding levels.
Copies of the audit reports have been distributed to members of the Joint Legislative Audit Committee and those required by law to receive them. Electronic copies of the reports are available on line at

The Honorable, The Legislature:
Section 9146 of the Budget Bill creates a committee to report to the governor, the supreme court and appropriate legislative committees on increasing racial and ethnic diversity of the judges in the courts. The law provides that the chief justice is to appoint three judges. My appointees are - Judges Stanley Miller of Milwaukee County, Judge Angela Bartell of Dane County, and Judge Dennis Flynn of Racine county.
The legislation also designates me as a member of the committee. I have carefully considered my serving on this committee and have decided that I should not serve. Proposals of the committee may wind up as recommendations to the court or to the legislature. I do not wish to be disqualified as a member of the court if any issues relating to the subject of the committee should come before the court. I therefore respectfully decline to serve.
I hereby name Judge Neal P. Nettesheim of the court of appeals to serve in my place.

The Bureau of Health Information is pleased to submit to the Governor and to the Legislature the quarterly
Health Care Data Report. The data for this report were collected under Chapter
153, Wisconsin Statutes, and published as authorized by the Board on Health Care Information. This report is based on hospital inpatient discharge data reported to the Bureau of Health Information by all operating general medicine-surgical and specialty hospitals in Wisconsin for the fourth quarter of 1998. It also contains selected ambulatory surgery utilization and charge data from general medical-surgical hospitals and freestanding ambulatory surgery centers in Wisconsin during the same period.

Relating to the Creation of the Governor's Task Force on Racial Profiling
WHEREAS, racial profiling has been conducted in some areas of the country and it is important to know whether the practice of racial profiling exists in Wisconsin; and
WHEREAS, to the extent that racial profiling practices exist in Wisconsin, it is important that those practices be prevented;
NOW, THEREFORE, I, TOMMY G. THOMPSON, Governor of the State of Wisconsin, by the authority vested in me by the Constitution and the laws of this State, and specifically by Section
14.019 of the Wisconsin Statutes, do hereby:
1.
Create the Governor's Task Force on Racial Profiling (hereinafter "Task Force"); and
2.
Provide that the Task Force shall consist of seventeen (17) members appointed by the Governor to serve at the pleasure of the Governor; and
3.
Provide that the Governor shall designate one (1) member of the Task Force as chair to serve in that capacity at the pleasure of the Governor; and
4.
Provide that the following officials shall each recommend to the Governor one (1) individual from their respective House of the Legislature for membership on the Task Force:
a. The Majority Leader of the Wisconsin Senate; and
b. The Minority Leader of the Wisconsin Senate; and
c. The Speaker of the Wisconsin Assembly; and
d. The Minority Leader of the Wisconsin Assembly; and
5.
Provide that the Task Force shall have the following mission:
a. Study whether and to what extent there exists a pattern and practice of law enforcement stops based on racial profiles; and
b. Determine and examine public perceptions on profiling; and
c. Explore solutions and make recommendations;
6.
Require the Task Force to a final report due to the Governor by December 31, 2000; and
7.
Direct the Department of Administration to provide the Task Force with such sums of money as are necessary for travel and operating expenses in accordance with Section
20.505(3)(a) of the Wisconsin Statutes; and
8.
Provide that the Task Force shall dissolve when its final report is accepted by the Governor.
