Pursuant to s. 9141 (2m)(a) of the last state budget bill (1997 Wisconsin Act 27), the Commission submits the attached report on recommendations for:
1. Reducing programmatic and funding differences between the educational telecommunications access program under section 196.218 (4r) of the statutes, as created by this act, and the assistance for institutions program specified in section PSC 160.11, Wisconsin Administrative Code.
2. A date after which school districts, technical colleges, private colleges, and public library boards may no longer be eligible to participate in the educational telecommunications access program established under section 196.218 (4r) of the statutes, as created by this act.

The Honorable, The Senate:
Pursuant to s. 46.76(4), the Department of Health and Family Services is required to develop an annual plan that documents areas of hunger and populations experiencing hunger within the state and recommends strategies and state and federal policy changes to address hunger in these areas. The statute further indicates that this plan be submitted by December 31, annually to the Governor, Superintendent of Public Instruction, and the appropriate standing committees under s.13.172 (3).
The enclosed Hunger Prevention Plan Update for 1998 is being submitted to you in accordance with this requirement. This plan update should be considered an addendum to the Wisconsin Board on Hunger's April 1997-1998 report (also enclosed) that provided a comprehensive and thorough review of key trends and strategies on the impact of hunger in the state of Wisconsin.

The Honorable, The Senate:
We perform annual financial audits of WHA Television and Radio, which are public telecommunications entities operated by the University of Wisconsin (UW) - Extension, and the Educational Communication Board (ECB) Radio and Television Networks, which are public telecommunications entities operated by ECB. We have issued our audit reports for WHA Television and the ECB Radio and Television Networks for the period of July 1, 1997 through June 30, 1998. The audit report for WHA Radio will be issued in early 1999.
These annual audits are requested by ECB and the UW-Extension to fulfill audit requirements of the Corporation for Public Broadcasting. The Corporation requires audited financial statements of public broadcasting entities and certifications of these entities' non-federal revenue sources in determining future funding levels. The audit reports include no major findings, conclusions, or recommendations.
Copies of the audit reports have been distributed to members of the Joint Legislative Audit Committee and those required by law to receive them. If you are interested in receiving a copy of these reports, please contact our office and request report numbers 98-17, 98-18 and 98-19.

Attached is the Department of Administration's annual report to the Council on Small Business, Veteran-owned and Minority Business Opportunities as required by s. 16.75(4)(a)5, Wis. Stats.
The report evaluates the performance of Wisconsin's small businesses in submitting bids or proposals to the state and identifies the department's initiatives to encourage small, veteran-owned and minority businesses to participate in the state's purchasing program.
The Department of Administration remains strongly committed to working with Wisconsin's small, veteran-owned and minority businesses to increase their competitiveness and participation in the state purchasing program. This commitment is shown by the outreach and assistance activities identified in the report and in the increased share of state dollars ($2 million) awarded to small businesses.
