To the Honorable, the Legislature:
I am pleased to submit the Annual Minority Business Report for fiscal year 2001 especially since this year's report shows many areas of positive improvements in the State of Wisconsin minority business programs.
It is commendable that out of the 786 minority owned firms in Wisconsin, 39% of them received contracts for various commodities and services with state agencies in the year under review. The outreach work of State Minority Business Enterprise program at the Department of Administration including the launching of the Business Opportunity in the Government Sector (BOGS) Workshop each spring, has been a major catalyst in the many successes we have achieved with private sector firms.
I want to especially commend the University of Wisconsin System for providing unique and innovative opportunities for minority business participation in its spending as evidenced by the number of campuses exceeding the goal.

Committee Reports
The joint committee for Review of Administrative Rules reports and recommends:
Relating to deer hunting and the wildlife damage abatement and claims program.
Rescinds its objection to that part of the Clearinghouse Rule that allows gun license deer to be registered only in the unit where the deer was killed or an adjoining unit:
Ayes: 8 - Representatives Gunderson, Turner and Hebl; Senators Robson, Grobschmidt, Hansen, Welch and Cowles.
Noes: 2 - Representatives Grothman and Seratti.
Modifications requested in that part of the Clearinghouse Rule that creates a four-day December antlerless only deer hunting season:
Ayes: 6 - Representatives Gunderson, Turner and Hebl; Senators Robson, Welch and Cowles.
Noes: 3 - Representatives Grothman and Seratti; Senator Hansen.
