On behalf of the Department of Health and Family Services, I am transmitting Wisconsin's Child Abuse and Neglect Report for Calendar Year 2004.

Governor Jim Doyle and the Department place a high priority on keeping children safe in their own homes and providing appropriate, timely services when children must be removed to keep them safe. Throughout 2004 and 2005, the Department continued to partner with county and tribal child welfare agencies, as well as advocates and private sector providers to implement our Program Enhancement Plan (PEP) in order to strengthen the policies and practices that child welfare staff use to respond to abused and neglected children. Governor Doyle also implemented a number of initiatives in 2005 to enhance child welfare services highlighted in his KidsFirst agenda, including the opening of the Foster Care and Adoption Resource Center, implementation of the Milwaukee Ombudsman Program and a statewide increase in rates for foster parents. All of these activities will result in improved services for children and families into the future.
We look forward to working with you in the upcoming legislative session as we identify ways to assure children grow up safe, healthy and successful in strong families. We appreciate your support for this important work.

I am submitting the quarterly report of the Wisconsin Lottery for the quarter ending March 31, 2006. As required by s.
565.37(3), Wis. Stats., the attached materials contain unaudited Wisconsin Lottery year-to-date Revenue and Expenditure information.
I am proud to report that sales for the quarter were $143,724,475, the best quarter in Lottery history. In October 2005, Lottery sales were projected to be $462.6 million for FY 2005-2006. Given recent sales, the Lottery has revised its projections to $494.4 million in sales for the fiscal year.
The information reported here is a summary and is not intended to be a complete financial accounting of Wisconsin Lottery operations.

Wis. Stat. §
36.11(22)(2)(b) requires the Board of Regents to annually submit a report to the chief clerk of each house of the Legislature on the methods used by each UW System institution to disseminate information to students on sexual assault and sexual harassment.
The law requires UW System institutions to incorporate into their orientation programs for newly entering students oral and written information on sexual assault and sexual harassment, including information on: 1) sexual assault by acquaintances of the victims; 2) the legal definitions and penalties for sexual assault; 3) generally available national, state, and campus statistics on sexual assault; 4) the rights of victims; and 5) protective behaviors including methods of recognizing and avoiding sexual assault and sexual harassment. In addition, each institution must annually supply to all students enrolled in the institution printed material that includes information on all of these topics. This law was enacted in April 1990 and this is the fifteenth report to be compiled for the Legislature since its enactment.
At its meeting April 7, 2006, the Board of Regents accepted the attached 2005 report for submission to the chief clerk of each house of the legislature for distribution to the appropriate standing committees under
Wis. Stat. §
13.172 (3). The attached report fulfills the requirements of this statute.
