The attached report is submitted to the Legislature pursuant to s. 46.27 (11g) and s. 46.277 (5m) of the Wisconsin statutes which require the Department of Health Services to submit an annual report for the Community Options Program (COP) and the Home and Community-Based Waivers (COP-W/CIP II). The attached report describes the persons served, program expenditures, and services delivered through the COP, COP-Waiver and CIP II programs in calendar year 2010.
The Community Options Program provides services to people who are elderly or who have a physical, developmental or mental disability. It is closely coordinated with all of Wisconsin's Medicaid Home mid Community-Based Waivers. With the Department's oversight, county agencies are able to ensure that a comprehensive and individualized care plan is provided, while maintaining program flexibility and integrity, and maximizing federal matching funds.

To the Honorable, the Legislature:
Section 227.485 (9) of the Wisconsin Statutes requires the Department to submit an annual report concerning decisions and resulting payments of attorney fees and related legal costs. Attorney fees and other legal costs are to be paid whenever the opposing party to an agency's Chapter 227 hearing prevails and it is determined that the agency's position was not substantially justified. The attached report reflects payments made during SFY 2012.
In addition, under s. 814.245 (10), the Department is required to report any awards granted to the Department regarding frivolous motions brought against the Department. No motions of opposing parties were found to be frivolous in SFY 2012. Consequently, the Department has no awards to report.

To the Honorable, the Legislature:
The Community Integration Program (CIP) for residents of State Centers was created by 1983 Wisconsin Act 27. According to s. 46.275 of the Wisconsin statutes, this program is intended:
" ... to relocate persons from the state centers for the developmentally disabled into appropriate community settings with the assistance of home and community-based services and with continuity of care. The intent of the program is also to minimize its impact on state employees through redeployment of employees into vacant positions."
Under Wisconsin statutes s. 46.275(5m), the Department is required to submit an annual report to the Joint Committee on Finance and to the Chief Clerk of each house of the Legislature describing the program's impact during the prior calendar year on state employees, including the Department's efforts to redeploy employees into vacant positions and the number of employees laid off.
During calendar year 2011, Southern Wisconsin Center and Central Wisconsin Center have relocated three center residents into the community under the CIP program. The Department was able to reduce funding for calendar year 2011 without employee layoffs and without redeploying employees into vacant positions as the result of these placements.

I am submitting the quarterly report of the Wisconsin Lottery for the quarter ending June 30, 2012, as required by s. 565.37 (3), Wis. Stats. The attached materials contain unaudited Wisconsin Lottery year-to-date Revenue and Expenditure information.
Lottery sales were $149.4 million for the quarter, up 11.9% from the same quarter last year. For the year, sales are at $547.7 million, up 9.0% over last year.
The information reported here is a summary and is not intended to be a complete financial accounting of Wisconsin Lottery operations.
