The Senate met.
The Senate was called to order by Senate President Pro Tempore Leibham.

Call of Roll
The roll was called, disclosing the presence of a quorum.
Pursuant to Senate Rule 15, the official attendance for session was:

Absent - None.
Absent with leave - Senator Wirch - 1.
The Senate stood for the prayer which was offered by Pastor Ron Ross of Green Bay, whose son, United States Army Corporal Justin David Ross, was honored by the Senate today.
"Lord God Almighty, we stand before you today, having been born out of your foreknowledge; with a purpose for our lives. May we accept your gift of faith as we live our lives with humility and yet hope that good will over come evil.
Further, we have been entrusted with the task of carrying out your will, yet having been commissioned by the people who have sent us to this hollowed hall. For many have offered petition to you in this room since 1917, I ask that the accumulated prayers of the spiritual benefactors of this State of Wisconsin will pile up to launch these combined branches of our Wisconsin State government, with Governor Walker into bringing their overlapping passions to the table with unity in such a way that they are being public servants and yet servants of the most high God!
Quoting Psalm 35:
"Make us to know your ways, O LORD; teach us your paths.
Lead us in your truth and teach us; for you are the God of our salvation; for you We will wait all the day long."
As prayed by Rev. Duche' of the first Continental Congress in 1774:
"Be Thou present, O God of Wisdom, and direct the counsel of this Honorable Assembly; enable them to settle all things on the best and surest foundation; that the scene of blood may be speedily closed; that order, harmony, and peace may be effectually restored, and that truth and justice, religion and piety, prevail and flourish among the people."
We ask you God to preserve the delegates' health and vigor of mind, and to grant them "temporal blessings" and "everlasting glory in the world to come."
Lord, you are aware of the families here this day joining these Senators in an attempt to thank us for the lives of our our children. Help us Lord to be able to sincerely accept the words of your servant Abraham Lincoln, when he said following our civil war:
"The solemn pride that must be yours to have laid so costly a sacrifice upon the altar of freedom."
May we be able to eventually see the sacrifices we've made as a way to identify with you in your suffering, and to propagate the freedom we've experienced; into the future generations.
All this we ask in the name and through the merits of Thy Son and our Saviour, Amen."
The Senate remained standing and Senator Moulton led the Senate in the pledge of allegiance to the flag of the United States of America.
