Analysis by the Legislative Reference Bureau
Under current law, the department of transportation (DOT) issues 2
registration plates for most motor vehicles. The owner of the vehicle is required to
display one plate on the front of the vehicle and one plate on the vehicle's rear.
This bill directs DOT to issue only one registration plate for each motor vehicle.
With limited exceptions, the registration plate must be displayed on the rear of the
vehicle.

an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB224, s. 1 6Section 1. 27.01 (7) (f) of the statutes is amended to read:
AB224,2,107 27.01 (7) (f) Resident vehicle admission stickers; fees. 1. Except as provided in
8par. (gm), the fee for an annual vehicle admission sticker is $15 for each vehicle which
9has a Wisconsin registration plates plate, except that no fee is charged for a sticker
10issued under s. 29.1475 (6).
AB224,2,1311 2. Except as provided in subds. 3. and 4. and par. (gm) 4., the fee for a daily
12vehicle admission sticker is $4 for any vehicle which has a Wisconsin registration
13plates plate.
AB224,2,1614 3. The fee for a daily vehicle admission sticker for a motor bus that has a
15Wisconsin registration plates plate is twice the amount of the fee specified in subd.
162.
AB224,3,3
14. Notwithstanding subd. 3., the fee for a daily vehicle admission sticker for a
2motor bus which primarily transports residents from nursing homes located in this
3state is $3.50, for any motor bus which has a Wisconsin registration plates plate.
AB224, s. 2 4Section 2. 27.01 (7) (gm) 3. of the statutes is amended to read:
AB224,3,75 27.01 (7) (gm) 3. Notwithstanding par. (f) 1., the fee for an annual vehicle
6admission sticker for a vehicle that has a Wisconsin registration plates plate and that
7is owned by a resident senior citizen, as defined in s. 29.01 (12m), is $6.50.
AB224, s. 3 8Section 3. 27.01 (7) (gm) 4. of the statutes is amended to read:
AB224,3,119 27.01 (7) (gm) 4. Notwithstanding par. (f) 2., the fee for a daily vehicle
10admission sticker for a vehicle that has a Wisconsin registration plates plate and that
11is owned by a resident senior citizen, as defined in s. 29.01 (12m), is $2.
AB224, s. 4 12Section 4. 121.53 (4) of the statutes is amended to read:
AB224,3,2513 121.53 (4) Every school board shall require that there be filed with it and with
14the department of transportation a certificate of insurance showing that an
15insurance policy has been procured and is in effect which covers the owner and
16operator of the school bus and the school board or shall procure an insurance policy
17and file such certificate with the department of transportation. Unless such
18certificate is on file with the department of transportation, no registration plates
19plate for a school bus may be issued by the department of transportation. No such
20policy may be terminated prior to its expiration or canceled for any reason, unless
21a notice thereof is filed with the department of transportation and with the school
22board by the insurer at least 10 days prior to the date of termination or cancellation.
23The department of transportation shall revoke the registration of a school bus on
24which the policy has been terminated or canceled, effective on the date of termination
25or cancellation.

1Section 5. 134.85 (5) (b) 1. of the statutes is amended to read:
AB224,4,62 134.85 (5) (b) 1. The motor vehicle displays a special registration plates plate
3issued under s. 341.14 (1), (1a), (1m), (1q) or (1r) (a) or a special identification card
4issued under s. 343.51 or is a motor vehicle registered in another jurisdiction and
5displays a registration plate, card or emblem issued by the other jurisdiction that
6designates that the vehicle is used by a physically disabled person.
AB224, s. 6 7Section 6. 167.31 (4) (cg) 5. of the statutes is amended to read:
AB224,4,108 167.31 (4) (cg) 5. The vehicle bears a special registration plates plate issued
9under s. 341.14 (1), (1a), (1e), (1m) or (1r) or displays a sign that is at least 11 inches
10square on which is conspicuously written "disabled hunter".
AB224, s. 7 11Section 7. 341.09 (2) (a) of the statutes is amended to read:
AB224,4,1612 341.09 (2) (a) Upon request therefor by a person who has made a verifiable
13application for registration and paid the registration fee, the department shall issue
14a temporary operation permit or plate if it appears that the person would otherwise
15be unable to lawfully operate the vehicle pending receipt of the registration plates
16plate.
AB224, s. 8 17Section 8. 341.09 (2) (c) of the statutes is amended to read:
AB224,4,2018 341.09 (2) (c) The department may issue a temporary operation permit or plate
19which is valid for a period of 60 days or until the applicant receives the regular
20registration plates plate, whichever occurs first.
AB224, s. 9 21Section 9. 341.09 (2m) (b) of the statutes is amended to read:
AB224,4,2422 341.09 (2m) (b) A plate issued under this subsection is valid for a period of 60
23days from its issuance to the person or until the person receives the regular
24registration plates plate, whichever occurs first.
AB224, s. 10 25Section 10. 341.11 (4) of the statutes is amended to read:

1341.11 (4) In the case of a vehicle registered on the basis of gross weight for
2which a special registration plates have plate has been issued under s. 341.14 (2), (6),
3(6m) or (6r) or for which a personalized registration plates have plate has been issued
4under s. 341.145, or any motor bus, motor home, dual purpose motor home, motor
5truck, truck tractor or road tractor, the certificate of registration shall be displayed
6in a prominent place in the driver's compartment of the vehicle to which the
7certificate refers. Any person who operates and any person in whose name the
8vehicle is registered who consents to the operation of any such vehicle without the
9certificate of registration being so displayed may be required to forfeit not more than
10$200.
AB224, s. 11 11Section 11. 341.12 (1) of the statutes is amended to read:
AB224,5,1812 341.12 (1) The department upon registering a vehicle pursuant to s. 341.25 or
13341.30 shall issue and deliver prepaid to the applicant 2 registration plates for an
14automobile, motor truck, motor bus, school bus, self-propelled mobile home or dual
15purpose motor home and one plate for other vehicles. The department upon
16registering a vehicle pursuant to any other section shall issue one plate unless the
17department determines that 2 plates will better serve the interests of law
18enforcement
one registration plate.
AB224, s. 12 19Section 12. 341.12 (2) of the statutes is amended to read:
AB224,6,220 341.12 (2) The department shall purchase plates from the Waupun correctional
21institution unless otherwise approved by the governor. Subject to any specific
22requirements which may be imposed by statute, the department shall determine the
23size, color and design of any registration plates plate with a view toward making
24them the plate visible evidence of the period for which the vehicle is registered and

1the fee class into which the vehicle falls as well as making them it a ready means of
2identifying the specific vehicle or owner for which the plates were plate was issued.
AB224, s. 13 3Section 13. 341.13 (2) of the statutes is amended to read:
AB224,6,164 341.13 (2) In addition to the matter specified in s. 341.12 (3), the registration
5plates plate for a vehicle registered on the basis of gross weight except a motor truck
6registered under s. 341.14 (6m) or 341.145 (1) (b), a dual purpose motor home, or a
7motor home, motor truck, farm truck or dual purpose farm truck registered under
8s. 341.14 (1), (1a), (1m), (1q), (1r) (a), (2) or (6r) or 341.145 (1) (a) or (c) or a motor truck
9or dual purpose farm truck registered under s. 341.14 (6) shall indicate the weight
10class into which the vehicle falls in a manner prescribed by the department. The
11gross weight which determines the registration fee for a motor truck registered
12under s. 341.14 (6m) or 341.145 (1) (b), a dual purpose motor home, or a motor home,
13motor truck, farm truck or dual purpose farm truck registered under s. 341.14 (1),
14(1a), (1m), (1q), (1r) (a), (2) or (6r) or 341.145 (1) (a) or (c) or a motor truck or dual
15purpose farm truck registered under s. 341.14 (6) shall be shown on its certificate of
16registration.
AB224, s. 14 17Section 14. 341.13 (3m) of the statutes is amended to read:
AB224,6,2018 341.13 (3m) In lieu of issuing a new plates plate upon the renewal of a calendar
19year registration under s. 341.51 or 341.57, the department may issue insert tags,
20decals
an insert tag, decal or other identification for use as provided in sub. (3).
AB224, s. 15 21Section 15. 341.14 (1) of the statutes is amended to read:
AB224,7,1322 341.14 (1) If any resident of this state who is registering or has registered an
23automobile or station wagon, or a motor truck, dual purpose motor home or dual
24purpose farm truck which has a gross weight of not more than 8,000 pounds, a farm
25truck which has a gross weight of not more than 12,000 pounds or a motor home

1submits a statement once every 4 years, as determined by the department, from the
2U.S. department of veterans affairs certifying to the department that the resident
3is, by reason of injuries sustained while in the active U.S. military service, a person
4with a disability that limits or impairs the ability to walk, the department shall
5procure, issue and deliver to the veteran, plates a plate of a special design in lieu of
6the plates plate which ordinarily would be issued for the vehicle, and shall renew the
7plates plate. The plates plate shall have a light blue background except for a white
8border not to exceed one inch at top and bottom, and blue lettering, except that the
9word "VET" and the identifying number shown on the plates shall be colored red. The
10plates plate shall be so designed as to readily apprise law enforcement officers of the
11fact that the vehicle is owned by a disabled veteran and is entitled to the parking
12privileges specified in s. 346.50 (2). No charge in addition to the registration fee shall
13be made for the issuance or renewal of such plates the plate.
AB224, s. 16 14Section 16. 341.14 (1a) of the statutes is amended to read:
AB224,8,515 341.14 (1a) If any resident of this state, who is registering or has registered an
16automobile or station wagon, or a motor truck, dual purpose motor home or dual
17purpose farm truck which has a gross weight of not more than 8,000 pounds, a farm
18truck which has a gross weight of not more than 12,000 pounds or a motor home,
19submits a statement once every 4 years, as determined by the department, from a
20physician licensed to practice medicine in any state, from a chiropractor licensed to
21practice chiropractic in any state or from a Christian Science practitioner residing
22in this state and listed in the Christian Science journal certifying to the department
23that the resident is a person with a disability that limits or impairs the ability to
24walk, the department shall procure, issue and deliver to the disabled person plates
25a plate of a special design in lieu of plates the plate which ordinarily would be issued

1for the vehicle, and shall renew the plates plate. The plates plate shall be so designed
2as to readily apprise law enforcement officers of the fact that the vehicle is owned by
3a nonveteran disabled person and is entitled to the parking privileges specified in s.
4346.50 (2a). No charge in addition to the registration fee shall be made for the
5issuance or renewal of such plates the plate.
AB224, s. 17 6Section 17. 341.14 (1m) of the statutes is amended to read:
AB224,8,237 341.14 (1m) If any licensed driver submits to the department a statement once
8every 4 years, as determined by the department, from a physician licensed to practice
9medicine in any state, from a chiropractor licensed to practice chiropractic in any
10state or from a Christian Science practitioner residing in this state and listed in the
11Christian Science journal certifying that another person who is regularly dependent
12on the licensed driver for transportation is a person with a disability that limits or
13impairs the ability to walk, the department shall issue and deliver to the licensed
14driver plates a plate of a special design in lieu of the plates plate which ordinarily
15would be issued for the automobile or station wagon, or motor truck, dual purpose
16motor home or dual purpose farm truck having a gross weight of not more than 8,000
17pounds, farm truck having a gross weight of not more than 12,000 pounds or motor
18home, and shall renew the plates plate. The plates plate shall be so designed as to
19readily apprise law enforcement officers of the fact that the vehicle is operated by a
20licensed driver on whom a disabled person is regularly dependent and is entitled to
21the parking privileges specified in s. 346.50 (2a). No charge in addition to the
22registration fee may be made for the issuance or renewal of the plates plate. The
23plates
plate shall conform to the plates plate required in sub. (1a).
AB224, s. 18 24Section 18. 341.14 (1q) of the statutes is amended to read:

1341.14 (1q) If any employer who provides an automobile or station wagon, or
2a motor truck, dual purpose motor home or dual purpose farm truck which has a
3gross weight of not more than 8,000 pounds, a farm truck which has a gross weight
4of not more than 12,000 pounds or a motor home, whether owned or leased by the
5employer, for an employe's use submits to the department a statement once every 4
6years, as determined by the department, from a physician licensed to practice
7medicine in any state, from a chiropractor licensed to practice chiropractic in any
8state or from a Christian Science practitioner residing in this state and listed in the
9Christian Science journal certifying that the employe is a person with a disability
10that limits or impairs the ability to walk, the department shall issue and deliver to
11such employer plates a plate of a special design in lieu of the plates plate which
12ordinarily would be issued for the vehicle, and shall renew the plates plate. The
13plates plate shall be so designed as to readily apprise law enforcement officers of the
14fact that the vehicle is operated by a disabled person and is entitled to the parking
15privileges specified in s. 346.50 (2a). No charge in addition to the registration fee may
16be made for the issuance or renewal of the plates plate. The plates plate shall
17conform to the plates plate required in sub. (1a).
AB224, s. 19 18Section 19. 341.14 (1r) (a) of the statutes is amended to read:
AB224,9,2519 341.14 (1r) (a) If any resident of this state who is registering or has registered
20an automobile or station wagon, or a motor truck, dual purpose motor home or dual
21purpose farm truck which has a gross weight of not more than 8,000 pounds, a farm
22truck which has a gross weight of not more than 12,000 pounds or a motor home
23submits a statement once every 4 years, as determined by the department, certifying
24to the department that the vehicle is leased to a person who qualifies for a special
25plates plate under sub. (1) or (1a) together with the information required under sub.

1(1) or (1a), the department shall issue and deliver to the resident, plates a plate of
2the appropriate special design under sub. (1) or (1a) in lieu of the plates plate which
3ordinarily would be issued for the vehicle, and shall renew the plates plate. No
4charge in addition to the registration fee shall be made for the issuance or renewal
5of the plates plate.
AB224, s. 20 6Section 20. 341.14 (1r) (b) of the statutes is amended to read:
AB224,10,127 341.14 (1r) (b) If the lessor of a vehicle under par. (a) does not continue to lease
8the vehicle to the disabled person as certified to the department, the lessor shall
9dispose of the special plates plate in a manner prescribed by the department and
10shall obtain a replacement plates plate for the vehicle. No charge in addition to the
11registration fee for the vehicle, if due, may be made for the issuance of a replacement
12plates plate under this paragraph.
AB224, s. 21 13Section 21. 341.14 (2) of the statutes is amended to read:
AB224,10,2514 341.14 (2) Upon compliance with the laws relating to registration of
15automobiles, station wagons and motor homes; motor trucks, dual purpose motor
16homes and dual purpose farm trucks which have a gross weight of not more than
178,000 pounds; and farm trucks which have a gross weight of not more than 12,000
18pounds, including payment of the prescribed registration fees therefor plus an
19additional fee of $10 when a registration plates are plate is issued accompanied by
20an application showing satisfactory proof that the applicant is the holder of an
21unexpired amateur radio station license issued by the federal communications
22commission, the department shall issue a registration plates plate on which, in lieu
23of the usual registration number, shall be inscribed in large legible form the call
24letters of such applicant as assigned by the federal communications commission. The
25fee for reissuance of a plate under this subsection shall be $10.

1Section 22. 341.14 (2m) of the statutes is amended to read:
AB224,11,132 341.14 (2m) Upon compliance with laws relating to registration of motor
3vehicles, including payment of the prescribed fee, and an additional fee of $5 when
4the original or new registration plates are plate is issued and accompanied by an
5application showing satisfactory proof that the applicant has a collector's
6identification number as provided in s. 341.266 (2) (d), the department shall issue a
7registration plates plate on which, in lieu of the usual registration number, shall be
8inscribed the collector's identification number issued under s. 341.266 (2) (d). The
9words "VEHICLE COLLECTOR" shall be inscribed across the lower or upper portion
10of the plate at the discretion of the department. Additional registrations under this
11subsection by the same collector shall bear the same collector's identification number
12followed by a suffix letter for vehicle identification. Registration plates issued under
13this subsection shall expire annually.
AB224, s. 23 14Section 23. 341.14 (5) of the statutes is amended to read:
AB224,11,1815 341.14 (5) Upon application by any person awarded the congressional medal
16of honor and submission of proper proof thereof, the department shall issue a special
17plates plate so designed as to indicate such award. No charge whatever shall be made
18for the issuance of such plates the plate.
AB224, s. 24 19Section 24. 341.14 (6) (c) of the statutes is amended to read:
AB224,11,2220 341.14 (6) (c) A person who maintains no more than one registration under this
21subsection at one time shall not be charged a fee for registration of the vehicle or
22issuance of the plates plate.
AB224, s. 25 23Section 25. 341.14 (6) (d) of the statutes is amended to read:
AB224,12,324 341.14 (6) (d) For each additional vehicle, a person who maintains more than
25one registration under this subsection at one time shall be charged a fee of $10 for

1issuance of the plates plate in addition to the annual registration fee for the vehicle.
2Except as provided in par. (c), a motor truck or dual purpose farm truck registered
3under this subsection shall be registered under this paragraph.
AB224, s. 26 4Section 26. 341.14 (6m) (a) of the statutes is amended to read:
AB224,12,135 341.14 (6m) (a) Upon application to register an automobile, station wagon or
6motor truck which has a gross weight of not more than 8,000 pounds by any person
7who is a resident of this state and a member or retired member of the national guard,
8the department shall issue to the person a special plates plate whose colors and
9design shall be determined by the department, after consultation with the adjutant
10general, and which have has the words "Wisconsin guard member" placed on the
11plates plate in the manner designated by the department. An additional fee of $10
12shall be charged for the issuance of the plates plate. Registration plates issued under
13this subsection shall expire annually.
AB224, s. 27 14Section 27. 341.14 (6m) (b) (intro.) of the statutes is amended to read:
AB224,12,1815 341.14 (6m) (b) (intro.) Except as provided in par. (c), if an individual in
16possession of a special plates plate under this subsection or of a personalized plates
17plate under s. 341.145 (1) (b) does not maintain membership in the national guard
18during a year which is not a plate issuance year, the individual shall:
