The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB504, s. 1 1Section 1. 440.475 (1) of the statutes is renumbered 440.475 (1) (intro.) and
2amended to read:
AB504,2,83 440.475 (1) (intro.) The department may deny, limit, suspend or revoke the
4registration of a charitable organization, fund-raising counsel or professional
5fund-raiser, or may reprimand a charitable organization, fund-raising counsel or
6professional fund-raiser that is registered under this subchapter, if the department
7finds that the charitable organization, fund-raising counsel or professional
8fund-raiser has made done any of the following:
AB504,2,11 9(a) Made a false statement in any registration statement, annual report or
10other information required to be filed under, or has otherwise violated, this
11subchapter or the rules promulgated under this subchapter.

AB504,3,87 (a) "Act of international terrorism" means an act committed by a private person
8to which all of the following applies:
AB504,3,99 1. The act occurs outside the United States.
AB504,3,1010 2. The act would be a felony under chs. 939 to 951 if committed in this state.
AB504,3,1211 3. The act causes bodily harm, great bodily harm or death to another or, in
12committing the act, the person uses force or violence or the threat of force or violence.
AB504,3,1513 4. The act is intended to influence the policy or conduct of a government,
14governmental unit or government agency or to intimidate or coerce a civilian
15population.
AB504,3,1616 (b) "Material support" means any of the following:
AB504,3,1717 1. Currency or securities.
AB504,3,1818 2. Financial services.
AB504,3,1919 3. Personnel.
AB504,3,2020 4. Transportation.
AB504,3,2121 5. Training.
AB504,3,2222 6. Lodging, safe houses or other facilities.
AB504,3,2323 7. False documentation or identification.
AB504,3,2524 8. Any physical assets, including communications equipment, dangerous
25weapons, poisonous substances and explosives.

1(d) "Solicit" means to request, directly or indirectly, a grant or pledge of
2material support, whether or not the person soliciting receives any grant or pledge
3of material support.
AB504,4,4 4(2) No person may do any of the following:
AB504,4,75 (a) Solicit or collect material support if he or she knows that the material
6support is intended to be used in whole or in part to plan, prepare, commit or escape
7after committing an act of international terrorism.
AB504,4,108 (b) Provide material support to another if he or she knows that the material
9support is intended to be used in whole or in part to plan, prepare, commit or escape
10after committing an act of international terrorism.
AB504,4,11 11(3) A person who violates sub. (2) is guilty of a Class C felony.
