AB113,1,3 1An Act to amend 118.06; and to create 118.06 (3) of the statutes; relating to:
2the display of the U.S. flag and offering of the pledge of allegiance or the
3national anthem in public and private schools.
Analysis by the Legislative Reference Bureau
Currently, every school board and the governing body of every private school
must display the U.S. flag in the schoolroom or on a flagstaff located on school
grounds. This bill requires the flag to be displayed in every public and private school
classroom.
Currently, every public and private school must offer the pledge of allegiance
in grades one to eight at the beginning of school at least one day per week. However,
no pupil may be compelled to recite the pledge. This bill requires that the pledge of
allegiance or the national anthem be offered in grades one to 12 at the beginning of
each school day. No pupil may be compelled to recite the pledge or sing the anthem.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB113, s. 1 4Section 1. 118.06 of the statutes is amended to read:
AB113,2,4
1118.06 (title) Flag and, pledge of allegiance and national anthem. (1)
2Every school board and the governing body of every private school shall cause the
3U.S. flag to be displayed in the schoolroom or from a flagstaff on each school ground
4every classroom during the school hours of each school day.
AB113,2,8 5(2) Every public and private school shall offer the pledge of allegiance or the
6national anthem
in grades one to 8 12 at the beginning of each school at least one day
7per week. No pupil may be compelled, against the pupil's objections or those of the
8pupil's parents or guardian, to recite the pledge or to sing the anthem.
AB113, s. 2 9Section 2. 118.06 (3) of the statutes is created to read:
AB113,2,1210 118.06 (3) The requirements under subs. (1) and (2) do not apply to a private
11school if the governing body of that private school determines that those
12requirements conflict with the school's religious doctrines.
