AR3, s. 2 5Section 2. Assembly rule 9 (7m) is created to read:
AR3,2,106 Assembly Rule 9 (7m) There shall also be an assembly committee on
7information policy consisting of the assembly members of the joint committee on
8information policy. The chairperson of the assembly committee shall be a
9cochairperson of the joint committee. Proposals may be referred to, and reported by,
10the joint committee in the same manner as other standing committees.
AR3, s. 3 11Section 3. Assembly rule 11 (1) is amended to read:
AR3,2,1512 Assembly Rule 11 (1) A majority of any committee constitutes a quorum for the
13transaction of business. Solely for the purpose of determining a quorum of a
14committee necessary to hold a public hearing, a member who is connected to the
15hearing by means of a 2-way, audiovisual transmission shall be considered present.

5be governed by those requirements and limitations provided in these rules which
6pertain to establishing calendars and special orders of business.

20provided in subs. (2) and (3), to the calendar for the 2nd legislative day thereafter for
212nd reading or to the committee on rules for calendar scheduling or to another
22standing or special committee, unless it is his or her judgment that reference of the
23proposal to the joint committee on finance is required by law or rule and the speaker
24refers the proposal to that committee. On any legislative day when copies of a
25committee report, showing the speaker's subsequent referrals, have has been

1distributed provided to the members prior to the 3rd order of business, such report
2shall not be read by the chief clerk to the members, but the content of the committee
3report and the speaker's referrals and rereferrals shall be reproduced in the journal.

13may be received for consideration if changes have been made in the 5-copy set
14prepared by the bureau. Amendments may be deposited at the chief clerk's office on
15any day of the legislative session for the purpose of reproduction allowing them to
16be provided
prior to the 2nd reading stage for the proposals to which the amendments
17pertain.
AR3,6,2018 (2) When a proposal is under active consideration by an assembly committee
19or by the assembly on 2nd reading, floor amendments may be drafted by members
20on forms as provided by the chief clerk for such purpose.
AR3,6,2321 (4) (intro.) Whenever a floor amendment on a form is offered to the assembly
22during the 2nd reading stage of a proposal, the chief clerk shall immediately
23transmit one copy to the legislative reference bureau for review and redrafting.
AR3,7,724 (b) Following the commencement of debate on any floor amendment the
25principal author may request permission to substitute the version of the amendment

1drafted by the legislative reference bureau for the version distributed provided or
2read to the membership by the chief clerk. Unless such permission is requested and

15shall be placed on the same calendar as the motion to reconsider the final 2nd reading
16stage decision on the proposal to which the amendment relates, regardless of when
17made. The failure of any distributed calendar that has been provided to members
18to show any such motion to reconsider a decision on an amendment shall not prevent
19the consideration of such motion under the proper order of business on that calendar
20day.
AR3,7,2321 (9) When a motion to reconsider has been entered in order to return a proposal
22to the amendable stage, the maker of the motion may offer one new amendment to
23that proposal for introduction and distribution provision to the members.

2by the presiding officer to the calendar for the 2nd legislative day following
3introduction, or to a committee. A resolution providing for the adoption of assembly

5upon its introduction if a copy of the resolution has been distributed provided to the
6assembly members-elect of the new legislature at least one week prior to the
7convening of the session.
