AB799,1,4 1An Act to amend 341.25 (1) (b); and to create 20.395 (5) (ej), 25.40 (1) (a) 22.
2and 341.252 of the statutes; relating to: the Type 1 motorcycle, moped, and
3motor bicycle safety program; registration fees for motorcycles and mopeds, and
4making an appropriation.
Analysis by the Legislative Reference Bureau
Under current law, the department of transportation (DOT) collects a regular
biennial registration fee for a motorcycle or moped of $23. DOT also administers a
Type 1 motorcycle, moped, and motor bicycle safety program.
This bill reduces the regular biennial registration fee for a motorcycle or moped
from $23 to $13. The person paying the regular registration fee is required, however,
to pay an additional fee of $10 at the time of registration of the motorcycle or moped.
All moneys collected from this additional fee are required to be used to fund the Type
1 motorcycle, moped, and motor bicycle safety program. Finally, the bill requires
DOT to adjust this additional fee annually for inflation.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB799, s. 1 5Section 1. 20.395 (5) (ej) of the statutes is created to read:

120.395 (5) (ej) Type 1 motorcycle, moped, and motor bicycle safety program, state
2funds.
From the general fund, all moneys deposited under s. 341.252 for the purpose
3of the Type 1 motorcycle, moped, and motor bicycle safety program under s. 85.30.
AB799, s. 2 4Section 2. 25.40 (1) (a) 22. of the statutes is created to read:
AB799,2,65 25.40 (1) (a) 22. Fees collected under s. 341.252 that are deposited in the
6general fund and credited to the appropriation account under s. 20.395 (5) (ej).
AB799, s. 3 7Section 3. 341.25 (1) (b) of the statutes is amended to read:
AB799,2,108 341.25 (1) (b) For each motorcycle or moped with a curb weight of 1,499 pounds
9or less, except a specially designed vehicle under s. 341.067, which is designed for the
10transportation of persons rather than property, a biennial fee of $23 $13.
AB799, s. 4 11Section 4. 341.252 of the statutes is created to read:
AB799,2,19 12341.252 Additional biennial motorcycle and moped fees. In addition to
13the regular registration fee specified in s. 341.25 (1) (b), a fee of $10 shall be paid to
14the department for the biennial registration of a motorcycle or moped subject to the
15regular registration fee under s. 341.25 (1) (b). Annually, beginning in 2003, the
16department shall adjust the fee under this section on July 1 to reflect the annual
17percentage change in the U.S. consumer price index for all urban consumers, U.S.
18city average, as determined by the U.S. department of labor, for the 12-month period
19ending on the preceding December 31.

22transportation on the effective date of this subsection.
