SB529,9,10 9(2) No person may serve as a qualified mentor for a hunter unless the person

SB529,9,1111 (a) The person is 18 years of age or older.
SB529,9,1512 (b) The person is the parent or guardian of the person for whom he or she is
13serving as a mentor or is authorized by the parent or guardian to serve as a mentor.
14This requirement does not apply to a person serving as a mentor for a person who
15is 18 years of age or older.
SB529,9,1716 (c) At all times when serving as a mentor, the person is within arm's reach of
17the person for whom he or she is serving as a mentor.
SB529,9,2118 (d) The person has been issued a certificate of accomplishment under s. 29.591,
19or under s. 29.595 if the person is serving as a mentor for hunting elk, unless the
20person was born before January 1, 1973, and is not required to obtain a certificate
21of accomplishment.
SB529,9,2222 (e) The person holds a current valid hunting approval.
SB529,9,24 23(3) A person who is authorized to hunt with a mentor under this section and
24a mentor under this section with whom that person hunts may jointly have only one

1firearm, only one bow, or, if hunting with a crossbow is authorized under s. 29.171
2(4) or 29.193 (2), only one crossbow in their possession or control while hunting.
SB529,10,4 3(4) A mentor under this section may take only one person hunting at a time for
4whom he or she is serving as a mentor.
SB529,10,10 5(5) The department may promulgate rules lowering the minimum age specified
6in sub. (1) for purposes of this section if the department determines that hunting by
7persons younger than 10 years of age does not present a safety risk. The department
8may make this determination only after considering existing studies and data on the
9safety risk of hunting and firearm possession by persons who are under 10 years of
10age.
SB529,10,13 11(6) The requirements under subs. (1) (b) and (2) (e) do not apply to a person who
12is authorized to hunt without a hunting approval under s. 29.337 (1), 95.55 (5), or
13169.19 (5).

18this act on the recruitment of new hunters. By July 1, 2010, the department of
19natural resources shall submit the report to the legislature in the manner provided
20under section 13.172 (2) of the statutes.
