AB56,1,4 1An Act to renumber 343.17 (6); to amend 343.50 (4); and to create 45.03 (13)
2(o), 343.14 (2) (j), 343.17 (3) (a) 15., 343.17 (6) (b) and 343.50 (3) (am) of the
3statutes; relating to: indication of veteran status on an operator's license or
4identification card and granting rule-making authority.
Analysis by the Legislative Reference Bureau
This bill allows an applicant for a motor vehicle operator's license or
identification card issued by the Department of Transportation (DOT) to indicate
whether he or she is a veteran and whether he or she wishes to have his or her veteran
status indicated on the license or card. If an applicant indicates that he or she is a
veteran who wishes to have his or her veteran status indicated on the license or card
and provides verification from the Department of Veterans Affairs that the applicant
is a veteran, DOT must provide an indication of the person's veteran status on the
front side of the license or card.
This bill also allows DOT to promulgate rules establishing veteran disability
rating codes to assist in identifying persons that are eligible for benefits programs
and requiring that a license or identification card that contains a veteran indication
also include a veteran disability rating code.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB56,1 1Section 1. 45.03 (13) (o) of the statutes is created to read:
AB56,2,32 45.03 (13) (o) Provide verification to the department of transportation of the
3information required under s. 343.14 (2) (j).
AB56,2 4Section 2. 343.14 (2) (j) of the statutes is created to read:
AB56,2,105 343.14 (2) (j) A statement as to whether the applicant is a veteran, as defined
6in s. 45.01 (12), and, if so, whether the applicant wishes to have his or her veteran
7status indicated on the license or identification card. If the applicant has indicated
8that he or she is a veteran and wishes to have his or her veteran status indicated on
9the license or identification card, the applicant shall provide verification from the
10department of veterans affairs that the applicant is a veteran.
AB56,3 11Section 3. 343.17 (3) (a) 15. of the statutes is created to read:
AB56,2,1412 343.17 (3) (a) 15. If the person is a veteran, has indicated that he or she wishes
13to have his or her veteran status indicated on the license, and has provided the
14verification required under s. 343.14 (2) (j), an indication that the person is a veteran.
AB56,4 15Section 4. 343.17 (6) of the statutes is renumbered 343.17 (6) (a).
AB56,5 16Section 5. 343.17 (6) (b) of the statutes is created to read:
AB56,2,2117 343.17 (6) (b) The department may promulgate rules establishing veteran

19and requiring that a license document or identification card that contains a veteran
20indication under sub. (3) (a) 15. or s. 343.50 (3) (a) include a veteran disability rating
21code.

1Section 6. 343.50 (3) (am) of the statutes is created to read:
AB56,3,42 343.50 (3) (am) Notwithstanding par. (a), if the department promulgates rules
3under s. 343.17 (6) (b), a card that contains a veteran indication shall include a
4veteran disability rating code.
AB56,7 5Section 7. 343.50 (4) of the statutes is amended to read:
AB56,3,166 343.50 (4) Application. The application for an identification card shall include
7any information required under ss. 85.103 (2) and 343.14 (2) (a), (b), (bm), (br), (em),
8and (es), and (j), and such further information as the department may reasonably
9require to enable it to determine whether the applicant is entitled by law to an
10identification card. Except with respect to renewals described in s. 343.165 (4) (d)
11or renewals by mail or electronic means as authorized under sub. (6), and except as
12provided in sub. (4g), the department shall, as part of the application process for
13original issuance or renewal of an identification card, take a digital photograph
14including facial image capture of the applicant to comply with sub. (3).
15Misrepresentations in violation of s. 343.14 (5) are punishable as provided in s.
16343.14 (9).
AB56,8 17Section 8. Initial applicability.
AB56,3,1918 (1) This act first applies to applications that are made on the effective date of
19this subsection.
AB56,9 20Section 9. Effective date.
AB56,3,2221 (1) This act takes effect on the first day of the 6th month beginning after
22publication.
