AB500,1,4 1An Act to renumber and amend 348.26 (4); to amend 348.26 (2) and 348.26
2(4) (title); and to create 348.26 (4) (a) and 348.26 (4) (b) 2. of the statutes;
3relating to: single trip permits for the movement of oversize factory-built
4homes.

This bill authorizes single trip permits for the movement of certain overweight
factory-built homes.
Current law imposes size, weight, and load limits on vehicles that travel on the
highways. The Department of Transportation (DOT) and local highway officials may
issue certain permits authorizing the permittee to operate a vehicle that exceeds
these limits on vehicle size, weight, or load. Under current law, DOT issues single trip
permits for the movement of oversize mobile homes, manufactured homes, and
modular homes (factory-built homes).
Under this bill, single trip permits for the movement of overweight
factory-built homes that are not less than 16 feet in width may be issued by DOT and
local highway officials.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 1. 348.26 (2) of the statutes is amended to read:
AB500,2,132 348.26 (2) Permits for oversize or overweight vehicles or loads. Except as
3provided in subs. (4) (b) 1. and (8), single trip permits for oversize or overweight
4vehicles or loads may be issued by the department for use of the state trunk highways
5and by the officer in charge of maintenance of the highway to be used in the case of
6other highways. Such local officials also may issue such single trip permits for use
7of state trunk highways within the county or municipality which they represent.
8Every single trip permit shall designate the route to be used by the permittee.
9Whenever the officer or agency issuing such permit deems it necessary to have a
10traffic officer escort the vehicle through the municipality or county, a reasonable fee
11for such traffic officer's services shall be paid by the permittee. All moneys received
12from fees imposed by the department under this subsection shall be deposited in the
13general fund and credited to the appropriation account under s. 20.395 (5) (dg).
AB500,2 14Section 2. 348.26 (4) (title) of the statutes is amended to read:

AB500,3 17Section 3. 348.26 (4) of the statutes is renumbered 348.26 (4) (b) 1. and
18amended to read:
AB500,2,2219 348.26 (4) (b) 1. Single Except as provided in subd. 2., single trip permits for
20the movement of oversize mobile homes, manufactured homes, or modular
21factory-built homes may be issued only by the department, regardless of the
22highways to be used.
AB500,2,24 23(c) 1. Every such permit issued under this subsection shall designate the route
24to be used by the permittee.

12. No permit may be issued under this subsection for operation of a vehicle
2combination exceeding 110 feet in overall length or for movement of a mobile home,
3manufactured home, or modular
factory-built home exceeding 80 feet in length.
AB500,3,10 43. A permit may be issued under this subsection for the movement of more than
5one modular home section on a carrier if each home section is a component of the
6same home as evidenced by serial numbers or other distinguishing marks and the
7overall dimensions of the load will not exceed statutory weight limits or the size
8limits specified in the permit. A permit may be issued under this subsection only if
9at least one portion of the load under this permit would require a permit had it been
10transported on a separate carrier.
AB500,4 11Section 4. 348.26 (4) (a) of the statutes is created to read:
AB500,3,1312 348.26 (4) (a) In this subsection, "factory-built home" means a mobile home,
13manufactured home, or modular home.

AB500,3,1815 348.26 (4) (b) 2. Single trip permits for the movement of overweight
16factory-built homes that are not less than 16 feet in width may be issued by the
17department, for the use of state trunk highways, and by the officer in charge of
18maintenance of the highways to be used, for the use of other highways.

AB500,3,2120 (1) This act first applies to to single trip permits issued on the effective date of
21this subsection.
