AB625,1,5 An Act to amend 20.866 (1) (u); and to create 13.48 (30), 20.250 (1) (d) and 20.866 (2) (zby) of the statutes; relating to: the 2015-17 Authorized State Building Program, providing a grant for the construction of a medical school campus in the city of Jefferson, granting bonding authority, and making appropriations.

This bill amends the 2015-17 Authorized State Building Program to add a project to construct a medical college campus in the city of Jefferson. The bill authorizes, after July 1, 2016, a maximum of $25,000,000 either from available surplus in the building program or in general fund supported borrowing or from a combination of the two to aid in the construction of the campus. The bill requires that The College of Osteopathic Medicine, Inc. secure at least $75,000,000 from nonstate revenue sources before the building commission may approve the state funding. The state funding commitment for construction of the campus is in the form of a construction grant to The College of Osteopathic Medicine, Inc.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

AB625,1 Section 1. 13.48 (30) of the statutes is created to read:

AB625,2,7 13.48 (30) Medical college campus in Jefferson. (a) The legislature finds and determines that training and retaining Wisconsin students with in-state residency programs would greatly benefit state residents by addressing the increasing shortage of health care professionals available to provide care to state residents. It is therefore in the public interest, and it is the public policy of this state, to assist The College of Osteopathic Medicine, Inc. in the construction of a medical college campus.

AB625,2,14 (b) After July 1, 2016, the building commission may authorize up to $25,000,000 from available surplus in the building program or in general fund supported borrowing or from a combination of available surplus and general fund supported borrowing to make a grant to aid in the construction of a medical college campus in the city of Jefferson. The state funding commitment for the construction of the campus shall be in the form of a construction grant to The College of Osteopathic Medicine, Inc.

AB625,2,19 (c) Before approving any state funding commitment for the construction of the campus and before awarding the grant, the building commission shall determine that The College of Osteopathic Medicine, Inc. has secured additional funding commitments of at least $75,000,000 from nonstate revenue sources for construction of the campus.

AB625,2 Section 2. 20.250 (1) (d) of the statutes is created to read:

AB625,3,2 20.250 (1) (d) Principal repayment, interest, and rebates; medical college campus in Jefferson. A sum to reimburse s. 20.866 (1) (u) for the payment of principal and interest costs incurred in financing the construction grant under s. 13.48 (30) and to make the payments determined by the building commission under s. 13.488 (1) (m) that are attributable to the proceeds of obligations incurred in financing the construction grant under s. 13.48 (30).

AB625,3 Section 3. 20.866 (1) (u) of the statutes, as affected by 2015 Wisconsin Act 55, is amended to read:

(2) (zp) and ss. 20.115 (2) (d) and (7) (b) and (s), 20.190 (1) (c), (d), (i), and (j), 20.225 (1) (c) and (i), 20.245 (1) (e) and (j), 20.250 (1) (c), (d), and (e), 20.255 (1) (d), 20.285 (1) (d), (je), and (gj), 20.320 (1) (c) and (t) and (2) (c), 20.370 (7) (aa), (ac), (ad), (ag), (aq), (ar), (at), (au), (bq), (br), (cb), (cc), (cd), (cg), (cq), (cr), (cs), (ct), (ea), (eq), and (er), 20.395 (6) (af), (aq), (ar), and (au), 20.410 (1) (e), (ec), and (ko) and (3) (e), 20.435 (2) (ee), 20.465 (1) (d), 20.485 (1) (f) and (go), (3) (t) and (4) (qm), 20.505 (4) (es), (et), (ha), and (hb) and (5) (c), (g), and (kc), 20.855 (8) (a), and 20.867 (1) (a) and (b) and (3) (a), (b), (bb), (bc), (bd), (be), (bf), (bg), (bh), (bj), (bL), (bm), (bn), (bq), (br), (bt), (bu), (bv), (bw), (bx), (cb), (cd), (cf), (ch), (cj), (g), (h), (i), (kd), and (q) for the payment of principal, interest, premium due, if any, and payment due, if any, under an agreement or ancillary arrangement entered into under s. 18.06 (8) (a) relating to any public debt contracted under subchs. I and IV of ch. 18.

AB625,4 Section 4. 20.866 (2) (zby) of the statutes is created to read:

AB625,3,23 20.866 (2) (zby) The College of Osteopathic Medicine, Inc.; campus in Jefferson. From the capital improvement fund, a sum sufficient for the building commission to provide a grant under s. 13.48 (30) to aid in the construction of a medical college campus in the city of Jefferson. The state may contract public debt in an amount not to exceed the amount authorized under s. 13.48 (30) (b) for this purpose.

AB625,5 Section 5. Nonstatutory provisions.

AB625,4,10 (1) 2015-17 Authorized state building program addition. In 2015 Wisconsin Act 55, section 9104 (1), the following new paragraph is created to add the following new project to the 2015-17 Authorized State Building Program and the appropriate totals are increased by the amount shown: - See PDF for table

AB625,4,18 (2) The College of Osteopathic Medicine, Inc.; Jefferson campus. Notwithstanding section 13.48 (30) of the statutes, the building commission shall not make any grant for the campus project enumerated in 2015 Wisconsin Act 55, section 9104 (1) (bm) under section 13.48 (30) of the statutes unless the department of administration has reviewed and approved the plans for the project. Notwithstanding sections 16.85 (1) and 16.855 (1m) of the statutes, the department of administration shall not supervise any services or work or let any contract for the project. Section 16.87 of the statutes does not apply to the project.
