AB625,1,5 1An Act to amend 20.866 (1) (u); and to create 13.48 (30), 20.250 (1) (d) and
220.866 (2) (zby) of the statutes; relating to: the 2015-17 Authorized State
3Building Program, providing a grant for the construction of a medical school
4campus in the city of Jefferson, granting bonding authority, and making
5appropriations.

This bill amends the 2015-17 Authorized State Building Program to add a
project to construct a medical college campus in the city of Jefferson. The bill
authorizes, after July 1, 2016, a maximum of $25,000,000 either from available
surplus in the building program or in general fund supported borrowing or from a
combination of the two to aid in the construction of the campus. The bill requires that
The College of Osteopathic Medicine, Inc. secure at least $75,000,000 from nonstate
revenue sources before the building commission may approve the state funding. The
state funding commitment for construction of the campus is in the form of a
construction grant to The College of Osteopathic Medicine, Inc.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 1. 13.48 (30) of the statutes is created to read:
AB625,2,72 13.48 (30) Medical college campus in Jefferson. (a) The legislature finds and
3determines that training and retaining Wisconsin students with in-state residency
4programs would greatly benefit state residents by addressing the increasing
5shortage of health care professionals available to provide care to state residents. It
6is therefore in the public interest, and it is the public policy of this state, to assist The
7College of Osteopathic Medicine, Inc. in the construction of a medical college campus.
AB625,2,148 (b) After July 1, 2016, the building commission may authorize up to
9$25,000,000 from available surplus in the building program or in general fund
10supported borrowing or from a combination of available surplus and general fund
11supported borrowing to make a grant to aid in the construction of a medical college
12campus in the city of Jefferson. The state funding commitment for the construction
13of the campus shall be in the form of a construction grant to The College of
14Osteopathic Medicine, Inc.
AB625,2,1915 (c) Before approving any state funding commitment for the construction of the
16campus and before awarding the grant, the building commission shall determine
17that The College of Osteopathic Medicine, Inc. has secured additional funding
18commitments of at least $75,000,000 from nonstate revenue sources for construction
19of the campus.
AB625,2 20Section 2. 20.250 (1) (d) of the statutes is created to read:

22campus in Jefferson.
A sum to reimburse s. 20.866 (1) (u) for the payment of principal
23and interest costs incurred in financing the construction grant under s. 13.48 (30)
24and to make the payments determined by the building commission under s. 13.488

1(1) (m) that are attributable to the proceeds of obligations incurred in financing the
2construction grant under s. 13.48 (30).

AB625,4 18Section 4. 20.866 (2) (zby) of the statutes is created to read:
AB625,3,2319 20.866 (2) (zby) The College of Osteopathic Medicine, Inc.; campus in Jefferson.
20From the capital improvement fund, a sum sufficient for the building commission to
21provide a grant under s. 13.48 (30) to aid in the construction of a medical college
22campus in the city of Jefferson. The state may contract public debt in an amount not
23to exceed the amount authorized under s. 13.48 (30) (b) for this purpose.

1(1) 2015-17 Authorized state building program addition. In 2015 Wisconsin

, section 9104 (1), the following new paragraph is created to add the following
3new project to the 2015-17 Authorized State Building Program and the appropriate

12Notwithstanding section 13.48 (30) of the statutes, the building commission shall not
13make any grant for the campus project enumerated in 2015 Wisconsin Act 55, section
149104 (1) (bm) under section 13.48 (30) of the statutes unless the department of
15administration has reviewed and approved the plans for the project.
16Notwithstanding sections 16.85 (1) and 16.855 (1m) of the statutes, the department
17of administration shall not supervise any services or work or let any contract for the
18project. Section 16.87 of the statutes does not apply to the project.
