SJR98,1,43 Whereas, in 2013, the Federal Bureau of Investigation reported that there were
45,992 confirmed hate crimes committed throughout the United States; and
SJR98,1,65 Whereas, hate crimes have taken lives, destroyed property, and intimidated
6communities; and
SJR98,1,87 Whereas, the dangers of intolerance are numerous and have historically proven
8to weaken communities and divide society by race, religion, and disability; and
SJR98,1,119 Whereas, intolerance and marginalization have led to the oppression of
10minority groups, and this oppression is against the values that make America great;
11and
SJR98,1,1512 Whereas, any person can be a victim of a hate crime, even if that person belongs
13to a group constituting a majority in society; for instance, investigators have
14gathered evidence suggesting that the perpetrator of the recent mass shooting at
15Umpqua Community College purposefully targeted Christians; and

1Whereas, diversity and individuality should be welcomed, embraced, and
2celebrated in our nation, because people of all backgrounds sought refuge and
3opportunity in the United States; and
SJR98,2,64 Whereas, immigrants have shared their culture and traditions in our
5communities to make America one of the most uniquely diverse societies in the
6world; and
SJR98,2,97 Whereas, the global community, speaking through the United Nations, has
8recognized that tolerance was paramount in the pursuit of peace, understanding,
9and mutual respect; and
SJR98,2,1110 Whereas, nations on all continents come together to celebrate an International
11Day of Tolerance; and
SJR98,2,1412 Whereas, the legislature has an opportunity to respect the rights and beliefs of
13free individuals, address intolerance and its ills, and join the global effort for
14tolerance; now, therefore, be it
SJR98,2,17 15Resolved by the senate, the assembly concurring, That the legislature
16hereby proclaims December 1, 2016, through December 7, 2016, as National
17Tolerance Week in Wisconsin.
