15.255(1)(a)4. 4. One public member, not employed in law enforcement, who is a citizen of this state.
15.255(1)(a)5. 5. The secretary of transportation or the secretary's designee.
15.255(1)(a)6. 6. The attorney general or a member of the attorney general's staff designated by the attorney general.
15.255(1)(a)7. 7. The executive staff director of the office of justice assistance in the department of administration.
15.255(1)(a)8. 8. The secretary of natural resources or the secretary's designee.
15.255(1)(a)9. 9. The special agent in charge of the Milwaukee office of the federal bureau of investigation, or a member of the special agent's staff designated by the special agent, who shall act in an advisory capacity but shall have no vote.
15.255(1)(b) (b) The members of the board under par. (a) 1. to 4. shall be appointed for staggered 4-year terms, but no member shall serve beyond the time when the member ceases to hold the office or employment by reason of which the member was initially eligible for appointment.
15.255(1)(c) (c) Notwithstanding the provisions of any statute, ordinance, local law or charter provision, membership on the board does not disqualify any member from holding any other public office or employment, or cause the forfeiture thereof.
15.257 15.257 Same; councils.
15.257(1)(1)University and crime laboratories cooperation council. There is created in the department of justice a university and crime laboratories cooperation council appointed by the president of the university of Wisconsin and consisting of staff members of such university departments as the president determines are working with the laboratories.
15.257(2) (2)Crime victims council. There is created in the department of justice a crime victims council consisting of 15 persons appointed by the attorney general for staggered 3-year terms. Of the 15 members, 10 shall be citizen members, 2 shall represent organizations providing victim support services and one each shall be representatives of law enforcement, district attorneys and the judiciary. The citizen members shall have demonstrated sensitivity and concern for crime victims.
15.31 15.31 Department of military affairs; creation. There is created a department of military affairs under the direction and supervision of the adjutant general who shall be appointed by the governor for a 5-year term. The adjutant general may be reappointed to successive terms. Notwithstanding s. 17.28, if a vacancy occurs in the office of the adjutant general, the governor shall appoint a successor for a 5-year term. Appointees shall be officers actively serving in the national guard of Wisconsin who have had at least 5 years of continuous federally recognized commissioned service in the active army national guard of Wisconsin or active air national guard of Wisconsin or a combination thereof immediately preceding the date of appointment and have attained at least the rank of lieutenant colonel.

15.313 15.313 Same; specified division.
15.313(1) (1)Division of emergency management. There is created in the department of military affairs a division of emergency management. The administrator of this division shall be nominated by the governor and with the advice and consent of the senate appointed, to serve at the pleasure of the governor.

15.315(1) (1)State emergency response board. There is created a state emergency response board, which is attached to the department of military affairs under s. 15.03. The state emergency response board shall consist of the administrator of the division of emergency management in the department of military affairs, one representative of the subunit of the department of health and family services that administers health-related programs, one representative of the department of commerce, one representative of the department of transportation, one representative of the department of natural resources, one representative of the department of agriculture, trade and consumer protection, one representative each from fire fighting, law enforcement and public or community health services, 2 representatives of industry, one representative of small business, as defined in s. 15.227 (3), 2 representatives who are elected officials or employes of county or municipal government, one representative of a farm or agricultural organization, one representative of a labor organization and one representative of an environmental organization. The members of the board shall serve 4-year terms, except that the administrator of the division of emergency management in the department of military affairs shall be a permanent member.

15.34 15.34 Department of natural resources; creation. There is created a department of natural resources under the direction and supervision of the natural resources board. The board shall consist of 7 members appointed for staggered 6-year terms. At least 3 members of the board shall be from the territory north, and at least 3 members of the board shall be from the territory south, of a line running east and west through the south limits of the city of Stevens Point. No person may be appointed to the natural resources board, or remain a member thereof, who is a permit holder or who receives, or has during the previous 2 years received, a significant portion of his or her income directly or indirectly from permit holders or applicants for permits issued by the department. For purposes of this section, "permit holders" or "applicants for permits" shall not include agencies, departments or subdivisions of this state.

15.345(1)(1)Wisconsin waterways commission. There is created a Wisconsin waterways commission which is attached to the department of natural resources under s. 15.03.
15.345(1)(a) (a) The commission shall be composed of 5 members appointed for staggered 5-year terms.
15.345(1)(a)1. 1. One resident of the Lake Superior area.
15.345(1)(a)2. 2. One resident of the Lake Michigan area.
15.345(1)(a)3. 3. One resident of the Mississippi River area.

15.345(1)(b) (b) Each member of the commission must be able to assess the recreational water use problems in his or her geographical area of the state.
15.345(1)(c) (c) No member of the commission may receive any salary for services performed as a commission member. Each commission member shall be reimbursed for actual and necessary expenses incurred while performing official duties.
15.345(2) (2)Lake Superior commercial fishing board. There is created a Lake Superior commercial fishing board attached to the department of natural resources under s. 15.03.
15.345(2)(a) (a) The board shall be composed of 5 members who reside in counties contiguous to Lake Superior appointed by the governor to serve at the governor's pleasure.
15.345(2)(b) (b) The 5 members shall include:

15.345(4)(b) (b) The board is comprised of members appointed for 4-year terms expiring on July 1. The members shall have backgrounds in or demonstrated experience or records relating to environmental protection or other natural resource conservation and appointed as follows:

15.347(8) (8)Inland lakes protection and rehabilitation council. There is created in the department of natural resources an inland lakes protection and rehabilitation council consisting of:

15.347(8)(b) (b) The director of the university of Wisconsin-Madison water resources center or the director's designated representative;

15.347(8)(d)1. 1. The department of natural resources, appointed by the secretary thereof;

15.347(11) (11)Off-the-road vehicle council. There is created in the department of natural resources an off-the-road vehicle council consisting of 7 members, appointed by the natural resources board for staggered 3-year terms, who are knowledgeable in off-the-road sporting and recreational needs of the drivers of Type 1 motorcycles and all-terrain vehicles.
15.347(12) (12)Metallic mining council. There is created in the department of natural resources a metallic mining council consisting of 9 persons representing a variety and balance of economic, scientific and environmental viewpoints. Members shall be appointed by the secretary of the department for staggered 3-year terms.
15.347(13) (13)Groundwater coordinating council.
15.347(13)(a)(a) Creation. There is created a groundwater coordinating council, attached to the department of natural resources under s. 15.03. The council shall perform the functions specified under s. 160.50.
15.347(13)(b) (b) Members. The groundwater coordinating council shall consist of the following members:
15.347(13)(b)1. 1. The secretary of natural resources.
15.347(13)(b)2. 2. The secretary of commerce.
15.347(13)(b)3. 3. The secretary of agriculture, trade and consumer protection.
15.347(13)(b)4. 4. The secretary of health and family services.
15.347(13)(b)5. 5. The secretary of transportation.
15.347(13)(b)6. 6. The president of the university of Wisconsin system.
15.347(13)(b)7. 7. The state geologist.
15.347(13)(b)8. 8. One person to represent the governor.
15.347(13)(c) (c) Designees. Under par. (b), agency heads may appoint designees to serve on the council, if the designee is an employe or appointive officer of the agency who has sufficient authority to deploy agency resources and directly influence agency decision making.
15.347(13)(d) (d) Terms. Members appointed under par. (b) 8. shall be appointed to 4-year terms.
15.347(13)(e) (e) Staff. The state agencies with membership on the council and its subcommittees shall provide adequate staff to conduct the functions of the council.
15.347(13)(f) (f) Meetings. The council shall meet at least twice each year and may meet at other times on the call of 3 of its members. Section 15.09 (3) does not apply to meetings of the council.
15.347(13)(g) (g) Annual report. In August of each year, the council shall submit to the head of each agency with membership on the council, the governor and the chief clerk of each house of the legislature, for distribution to the appropriate standing committees under s. 13.172 (3), a report which summarizes the operations and activities of the council during the fiscal year concluded on the preceding June 30, describes the state of the groundwater resource and its management and sets forth the recommendations of the council. The annual report shall include a description of the current groundwater quality in the state, an assessment of groundwater management programs, information on the implementation of ch. 160 and a list and description of current and anticipated groundwater problems. In each annual report, the council shall include the dissents of any council member to the activities and recommendations of the council.
