Manufacturing assistance grants. 560.615(1)
(1) Manufacturing assessments. The board may award a grant not exceeding $2,500 under
s. 560.61 to a business operating for profit, with 500 or fewer employes, including employes of any subsidiary or affiliated organization, to fund a management assessment and plan if all of the following apply:
560.615(1)(a)
(a) The manufacturing assessment and plan are likely to assist the business in adopting and implementing readily available and reasonably standardized new manufacturing processes and technologies.
560.615(1)(b)
(b) The manufacturing assessment and plan are likely to help make the business more competitive.
560.615(1)(c)
(c) The business commits to adopting and implementing the manufacturing and technological changes recommended as a result of the manufacturing assessment and plan.
560.615(2m)(a)(a) Subject to
par. (b), the board may award a grant not exceeding $100,000 under
s. 560.61 to a business that manufactures original equipment for the purpose of providing customized training for the employes of its supplier businesses. A business that receives a grant under this subsection may contract with any of its supplier businesses to implement the training. Not more than $20,000 may be paid to a supplier business.
560.615(2m)(b)
(b) The total amount of grants made under this subsection may not exceed $500,000 in a fiscal biennium.
560.615(3)(a)(a) Subject to
pars. (b) and
(c), the board may award a grant under
s. 560.61 to a technology-based, nonprofit organization to provide support for a manufacturing extension center technology transfer program. A grant under this subsection may be used only for costs directly related to technology transfer activities between a business and the organization receiving the grant.

(b) The board may not award a grant under this subsection unless the technology-based, nonprofit organization submits to the department a budget detailing its proposed expenditure plans and the secretary approves the proposed plans.

(c) The total amount of grants made under this subsection may not exceed $250,000 in a fiscal biennium.

(4) Limit on grants. The total amount of grants made under this section may not exceed $750,000 in a fiscal biennium.

Technology development grants and loans. 560.62(1)(1) The board may award any of the following under
s. 560.61 to any of the following for any of the following purposes:
560.62(1)(a)
(a) A technology development grant or loan to a business or consortium to fund technical research intended to result in the development of a new, or the improvement of an existing, industrial product or process.
560.62(1)(b)
(b) A technology development loan to a business to provide working capital or fixed asset financing for the development of the infrastructure of the business or for the initial commercialization of a new industrial product or process. A business that receives a loan under this paragraph may use the proceeds only to pay costs related to the production, marketing or sales of a new or improved industrial product or process.

(2) The board may not award a technology development grant or loan under
sub. (1) (a) unless the business or consortium seeking the grant or loan first enters into a written agreement regarding all of the following:

(a) The ownership of any patents or licenses which result from the technical research.
560.62(2)(b)
(b) Dissemination of information relating to the technical research.
560.62(2)(c)
(c) Responsibilities of persons conducting the technical research.
560.62(2m)
(2m) The board may award a grant under
s. 560.61 to a consortium, a higher educational institution or a technology-based nonprofit organization to provide matching funds for establishing a manufacturing extension center that will promote technology transfer to businesses in this state. The proceeds of the grant may be used only to pay for fixed-asset costs related to the project and costs directly related to technology transfer activity between the manufacturing extension center and a business, excluding common overhead expenses and marketing or other administrative costs. The board may allow a portion of the match provided by the grant recipient to be in-kind.

(4) In each biennium, the board may expend or encumber up to a total of 1% of the moneys appropriated under
s. 20.143 (1) (c) for that biennium for any of the following:

(a) Evaluations of proposed technical research projects.

(b) Grants to small businesses for preparing proposals for the federal small business innovative research program under
15 USC 638.

Customized labor training grants and loans. 560.63(1)(1) The board may award a grant or loan under
s. 560.61 to a business to fund a labor training program that provides state residents with job training in technology, industrial skills or manufacturing processes that are new to the business and in which advances have been made, as determined by the board, or with job training in other employment-related skills or techniques in which advances have been made, as determined by the board, in order to meet the staffing needs of the business. The board may not award a grant or loan to fund a labor training program if the training is fairly readily available, in the board's determination, through existing federal, state or local resources except as provided in
sub. (4).

(2) Any business requesting a customized labor training grant or loan shall guarantee to the board that the business shall provide a job in this state to all persons who successfully complete the labor training program funded by the grant or loan.
560.63(3)
(3) The board may not award a customized labor training grant or loan to finance any of the following costs incurred by a technical college district or by a public secondary or postsecondary institution:

(a) The cost, incurred before the beginning of the labor training program, of recruiting program instructors.
560.63(3)(b)
(b) The cost of developing a labor training program curriculum.
560.63(3)(c)
(c) The cost of recruiting, screening and counseling program trainees.
560.63(3)(e)
(e) The cost of renting instructional equipment and training facilities owned or leased by the district or institution, unless the equipment or facilities are rented only for the customized labor training program.

(4) The contribution required under
s. 560.605 (1) (e) may consist of funding or of in-kind contributions. Not more than 20% of the contribution of a business may consist of funding which the business receives under the federal job training partnership act,

Technology and pollution control and abatement grants and loans. 560.65(1m)(a)(a) Subject to
sub. (4), the board may award a grant or loan not exceeding $750,000 under
s. 560.61 to a new or expanding business, a municipality or other public entity, a nonprofit organization or an entity organized by a group of any of those entities for any of the following:
560.65(1m)(a)1.
1. The production of a product made from one or more materials recovered from postconsumer waste or industrial waste.
560.65(1m)(a)2m.
2m. Technical research intended to result in the development of a new process, or the improvement of an existing process, for processing postconsumer waste or industrial waste.
560.65(1m)(a)3.
3. The development, construction, purchase or operation of a facility or equipment to do any of the following:
560.65(1m)(a)3.c.
c. To abate or eliminate air pollution or pollution of the waters of the state that originates from property that is not used to grow agricultural products for sale.
560.65(1m)(a)3.d.
d. To reduce emissions of volatile organic compounds from a stationary source owned or operated by the applicant in a nonattainment area or volatile organic compound accommodation area.
560.65(1m)(b)
(b) A recipient may use the proceeds of a loan under this subsection for technical research, capital expenses or working capital expenses.
560.65(2)(a)(a) Subject to
sub. (4), the board may award a grant or loan not exceeding $100,000 under
s. 560.61 to a new or expanding business, a municipality or other public entity, a nonprofit organization or an entity organized by a group of any of those entities for any of the activities under
sub. (1m) (a) 1. to
3.

(b) A recipient may use the proceeds of a grant or loan under this subsection for any of the following:
560.65(3)(a)(a) Subject to
sub. (4), the board may award a grant or loan not exceeding $25,000 under
s. 560.61 to a new or expanding business, a municipality or other public entity, a nonprofit organization or an entity organized by a group of any of those entities for investigating the feasibility of any of the activities under
sub. (1m) (a) 1. to
3.

(b) A recipient may use the proceeds of a grant or loan under this subsection for any of the following:

(4) Before making a grant or loan under this section the board shall consider all of the following:
560.65(4)(a)
(a) If the project is for the production of a product made from one or more materials recovered from postconsumer waste, whether the production is consistent with the priorities established under
s. 287.42 (5) for the development of markets for materials recovered from solid waste that are in effect on January 1 of the year in which the applicant submits a complete application for a grant or loan under this section to the department.

(b) The likelihood that the project will be completed.
560.65(4)(c)
(c) If the grant or loan is for a project relating to the processing of postconsumer waste, whether there is or is likely to be a market for the processed materials.

(d) Whether the project is in the best interest of the state in order to do any of the following:

2. Protect, maintain and improve the quality and management of the waters of the state.
560.65(4)(d)3.
3. Protect, maintain and improve the quality of the air and of the natural environment.
560.65(5)(a)(a) The board may not award a grant or loan under this section after July 1, 1997.
560.65(5)(b)
(b) The department shall deposit in the recycling fund all moneys received after July 1, 1995, in repayment of loans made under this section.
