1546.26 (3) (f), the department of health and social services may transfer moneys under
16this paragraph between fiscal years. Except for moneys authorized for transfer

18not spent or encumbered by counties by December 31 of each year shall lapse into the
19general fund on the succeeding January 1. The joint committee on finance may
