13or census information on which the district is based, as certified by the appropriate
14filing officer, an amount equal to the greater of 1) $1,075 $1,400; or 2) 53.91% 25%
15of the annual salary for the office sought, rounded to the nearest multiple of $25; or
163) 32.35 42.2 cents per inhabitant of the jurisdiction or district, but in no event more
17than $43,125 $56,200.
AB37-ASA2-AA4, s. 13r 18Section 13r. 11.31 (2) of the statutes is amended to read:
AB37-ASA2-AA4,4,819 11.31 (2) Limitation imposed. No candidate for state office at a spring or general
20election who files a sworn statement and application to receive a grant from the
21Wisconsin election campaign fund may make or authorize total disbursements from
22the campaign treasury in any campaign to the extent of more than the amount
23prescribed in sub. (1), adjusted as provided under sub. (9), unless the board
24determines that the candidate is not eligible to receive a grant, the candidate
25withdraws his or her application under s. 11.50 (2) (h), or s. 11.50 (2) (i) applies. No

1candidate for state office at a special election who files a sworn statement and
2application to receive a grant from the Wisconsin election campaign fund may make
3or authorize total disbursements from the campaign treasury in any campaign to the
4extent of more than the amount prescribed under sub. (1), adjusted as provided
5under sub. (9),
for the preceding spring or general election for the same office, unless
6the board determines that the candidate is not eligible to receive a grant, the
7candidate withdraws his or her application under s. 11.50 (2) (h), or s. 11.50 (2) (i)
8applies.
AB37-ASA2-AA4, s. 13w 9Section 13w. 11.31 (3) of the statutes is amended to read:
AB37-ASA2-AA4,4,1510 11.31 (3) Gubernatorial campaigns. For purposes of compliance with the
11limitations imposed under sub. (2), candidates for governor and lieutenant governor
12of the same political party who both accept grants from the Wisconsin election
13campaign fund may agree to combine disbursement levels under sub. (1) (a) and (b),
14adjusted as provided under sub. (9),
and reallocate the total level between them. The
15candidates shall each inform the board of any such agreement.".

AB37-ASA2-AA4,4,2118 11.31 (9) Cost-of-living adjustment. (a) In this subsection, "consumer price
19index" means the average of the consumer price index over each 12-month period,
20all items, U.S. city average, as determined by the bureau of labor statistics of the U.S.
21department of labor.
AB37-ASA2-AA4,5,922 (b) The dollar amounts of all disbursement limitations specified in sub. (1) shall
23be subject to a biennial cost-of-living adjustment to be determined by rule of the
24board in accordance with this subsection. To determine the adjustment, the board

1shall calculate the percentage difference between the consumer price index for the
212-month period ending on December 31 of each odd-numbered year and the
3consumer price index for the base period, calendar year 1995. The board shall
4increase the disbursement limitations specified under sub. (1) by such amount each
5biennium, rounded to the nearest multiple of $25 in the case of amounts of $1 or more,
6which amount shall be in effect until a subsequent rule is promulgated under this
7subsection. Notwithstanding s. 227.24 (3), determinations under this subsection
8may be promulgated as an emergency rule under s. 227.24 without a finding of
9emergency.".

14is or would be held, if required, indicate that the candidate has received at least the
15amount provided in this subdivision, from contributions of money, other than loans,
16made by individuals, which have been received during the period ending on the date
17of the spring primary and July 1 preceding such date in the case of candidates at the
18spring election, or the date of the September primary and January 1 preceding such
19date in the case of candidates at the general election, or the date that a special
20primary will or would be held, if required, and 90 days preceding such date or the
21date a special election is ordered, whichever is earlier, in the case of special election
22candidates, which contributions are in the aggregate amount of $100 or less, and
23which are fully identified and itemized as to the exact source thereof. A contribution
24received from a conduit which is identified by the conduit as originating from an

1individual shall be considered a contribution made by the individual. Only the first
2$100 of an aggregate contribution of more than $100 may be counted toward the
3required percentage. For a candidate at the spring or general election for an office
4identified in s. 11.26 (1) (a) or a candidate at a special election, the required amount
5to qualify for a grant is 5% of the candidate's authorized disbursement limitation, as
6determined
under s. 11.31 (1) and adjusted as provided under s. 11.31 (9). For any
7other candidate at the general election, the required amount to qualify for a grant
8is 10% of the candidate's authorized disbursement limitation, as determined under
9s. 11.31 (1) and adjusted as provided under s. 11.31 (9).".
