ASSEMBLY AMENDMENT 1, To 1995 ASSEMBLY BILL 427

AB427-AA1,1,1 At the locations indicated, amend the bill as follows:

AB427-AA1,1,3 1. Page 2, line 1: delete the material beginning with that line and ending with page 3, line 11, and substitute:

AB427-AA1,1,5 " Section 1m. 49.32 (9) (a) of the statutes, as affected by 1995 Wisconsin Act 27, is amended to read:

AB427-AA1,1,13 49.32 (9) (a) Each county department under s. 46.215, 46.22 or 46.23 administering aid to families with dependent children shall maintain a monthly report at its office showing the names and addresses of all persons receiving such aid together with the amount paid during the preceding month. Nothing in this paragraph shall be construed to authorize or require the disclosure in the report of any information (names, addresses, amounts of aid or otherwise) pertaining to adoptions, or aid furnished for the care of children in foster homes or treatment foster homes under s. 49.19 (10).

AB427-AA1, s. 3m Section 3m. 49.32 (9) (b) of the statutes, as affected by 1995 Wisconsin Act 27, is amended to read:

AB427-AA1,2,2 49.32 (9) (b) The report under par. (a) shall be open to public inspection at all times during".

AB427-AA1,2,3 2. Page 3, line 14: substitute "report" for "book".

AB427-AA1,2,4 3. Page 3, line 18: substitute "county department" for "agency".

AB427-AA1,2,5 4. Page 3, line 22: delete " or agency".

AB427-AA1,2,6 5. Page 3, line 25: delete " and general relief agencies".

AB427-AA1,2,7 6. Page 4, line 4: delete " or general relief".

AB427-AA1,2,9 7. Page 4, line 5: delete " agency, but in no case may the agency" and substitute ", but in no case may the department".

AB427-AA1,2,11 8. Page 4, line 6: delete " county department or agency" and substitute "county department".

AB427-AA1,2,12 9. Page 4, line 11: delete lines 11 and 12 and substitute:

AB427-AA1,2,13 " Section 4m. 49.32 (10m) of the statutes is created to read:

AB427-AA1,2,16 49.32 (10m) Release of addresses of recipients involved in legal proceedings. (a) A county department or relief agency under s. 49.01 (3m) shall, upon request,".

AB427-AA1,2,18 10. Page 4, line 14: delete "general relief" and substitute "relief under s. 49.01 (3)".

AB427-AA1,2,19 11. Page 4, line 17: delete "general".

AB427-AA1,2,20 12. Page 5, line 1: on lines 1 and 8, delete "general".

AB427-AA1,2,21 13. Page 5, line 15: substitute "s. 49.83" for "sub. (1m)".

AB427-AA1,2,22 14. Page 5, line 15: after that line insert:

AB427-AA1,3,2 " Section 4s. 49.83 of the statutes, as affected by 1995 Wisconsin Act 27, is amended to read:

AB427-AA1,3,10 49.83 Limitation on giving information. Except as provided under s. 49.32 (9) and, (10) and (10m), no person may use or disclose information concerning applicants and recipients of relief funded by a relief block grant, aid to families with dependent children, social services or supplemental payments under s. 49.77, for any purpose not connected with the administration of the programs. Any person violating this subsection section may be fined not less than $25 nor more than $500 or imprisoned in the county jail not less than 10 days nor more than one year or both.".

AB427-AA1,3,12 15. Page 5, line 17: delete "January 1, 1996" and substitute "July 1, 1996, or on the day after publication, whichever is later".
