(1m) Study of price differentials. The department of transportation shall
4study the differences in the price of motor vehicle fuel, including all taxes, within this
5state and between locations within 25 miles of both sides of the borders between this
6state and Minnesota, Michigan, Illinois and Iowa. The department shall determine
7the reasons for these differentials and the competitive advantages that those price
8differentials create and shall suggest ways to reduce or eliminate those differentials.
9The department shall report its findings and recommendations on or before August
101, 1996, to the legislature in the manner provided under section 13.172 (2) of the
11statutes.".
