SB144-SA5,1,11 At the locations indicated, amend the bill as follows:
SB144-SA5,1,2 21. Page 8, line 8: after that line insert:
SB144-SA5,1,9 3"(am) When a respondent surrenders a firearm under par. (a) 2. to a sheriff, the
4sheriff who is receiving the firearm shall prepare a receipt for each firearm
5surrendered to him or her. The receipt shall include the manufacturer, model and
6serial number of the firearm surrendered to the sheriff and shall be signed by the
7respondent and by the sheriff to whom the firearm is surrendered. The sheriff shall
8keep the original of a receipt prepared under this paragraph and shall provide an
9exact copy of the receipt to the respondent.".
SB144-SA5,2,9 102. Page 8, line 18: delete lines 18 to 24 and substitute: "return to the sheriff
11to whom the firearm was surrendered, if the firearm was surrendered to a sheriff,
12or to the sheriff of the county of residence of the person to whom the firearm was
13surrendered, if the firearm was surrendered to a person other than a sheriff. The
14owner of the firearm shall provide a letter stating that he or she is the owner of the
15firearm and that he or she is requesting that the firearm be returned to him or her.
16The owner of the firearm shall sign the letter before a notary public or before the

1sheriff to whom the owner is applying for return of the firearm. The sheriff may
2conduct a background check of the owner before returning the firearm to determine
3whether the owner is prohibited from possessing a firearm under state or federal law
4or by the order of any federal court or state court, but if the sheriff conducts such a
5background check he or she may not charge the owner or the respondent a fee for the
6background check. If the firearm was surrendered to a sheriff under par. (a) 2., upon
7the return of a firearm under this paragraph the sheriff, the respondent and the
8owner shall sign the original receipt prepared under par. (am) to acknowledge that
9the firearm is being returned to its owner.".
