(2) Right of parents to counsel. Whenever a child is the subject of a
6proceeding involving a contested adoption or the involuntary termination of parental
7rights
or a guardianship proceeding under s. 48.977, any parent under 18 years of
8age who appears before the court shall be represented by counsel; but no such parent
9may waive counsel. A minor parent petitioning for the voluntary termination of
10parental rights shall be represented by a guardian ad litem.
If In a proceeding
