From the capital improvement fund, a sum sufficient for the department of natural resources to provide financial assistance to counties, cities, villages, towns and public inland lake protection and rehabilitation districts in conducting dam maintenance, repair, modification, abandonment and removal under s. 31.385 and to provide a grant for the Portage levee under s. 31.309 (1) (a). From the capital improvement fund, as a part of the outdoor recreation land acquisition program, a sum sufficient for the department of natural resources tourism and parks for the acquisition and development of the ice age trail under s. 23.17 27.0135. The state may contract public debt in an amount not to exceed $750,000 for this purpose.
