I will serve as the Co-Chairperson of this Subcommittee along with Representative Jim Baumgart who will also serve as Co-Chairperson to promote a bi-partisan effort, as these issues are bi-partisan. Other members of the committee include Representatives Terry Musser, Rudy Silbaugh, Wayne Wood, and Leon Young - the ranking Democrat of the State Affairs Committee.
The "Subcommittee on The State Capitol" has been formed to bring forth legislation relating to specific issues concerning the State Capitol building including an update of state statutes 16.842 - the "State Capitol View Preservation" law, in particular LRB 3124. The "Subcommittee on The State Capitol" will also take up the issue of the State Capitol's reconstruction project as it concerns Historic Preservation, in particular LRB 2706. The "Subcommittee on The State Capitol" may also take up several other legislative proposals that relate to the State Capitol Building's view, history, protection, image, use and purpose.

Attached is the first quarter report on Prison Industries for the fiscal year ending June 30, 1995, as required by Section 303.019 of the Wisconsin Statutes. This report includes the year-to-date cash balance of each industry.
Prison Industries had a cash deficit of $1.4 million through the first quarter ending September 30, 1994. During each fiscal year Prison Industries purchases substantial inventory during the first quarter. The actual cash expenditure for the time period was $3,135,931. Revenues for the same time period were $1,693,951. Prison Industries believes they have adequate fixed assets, inventories and receivables to cover the overdraft.
A238 The projected profit on the accrual basis for the fiscal year ending June 30, 1995 is $433,000.
