To the Honorable, the Legislature:
Attached is the third quarter report on Prison Industries for the fiscal year ending June 30, 1995, as required by Section 303.019 of the Wisconsin Statutes. This report includes the year-to-date cash balance of each industry.
Prison Industries had a cash deficit of $2.1 million through the third quarter ending March 31, 1995. The actual cash expenditure for the time period was $11,368,807. Revenues for the same time period were $9,284,456. Prison Industries have adequate fixed assets, inventories and receivables to cover the overdraft. A large amount of raw materials have been purchased for processing during the third quarter. A 16.515 request has been prepared to cover the additional expenditures made during this fiscal year for orders in-hand thus far. In addition, accounts receivable was $3.3 million during this period.
The projected profit on the accrual basis for the fiscal year ending June 30, 1995 is $575,000.

On behalf of the Council on Small, Veteran and Minority Business Opportunities, I submit the Council's 1994-95 Annual Report.
The Council continues to work to include Wisconsin small, veteran, and minority business in the State of Wisconsin's purchasing activities. Since they are a diverse group, the Council recognizes that special efforts are essential in establishing working relationships with them. No one solution is applicable.
During the past year, the Council continued the practice of critiquing state procurement policy drafts, reviewing standard purchasing reports and proposed legislation, and had presentations at three of its meetings. The Council continues to make recommendations in an attempt to ensure that procurement processes are simplified and resources are available to potential bidders.
We commend the Division of State Agency Services for its responsiveness to Council recommendations on these issues.
