To the Honorable, the Assembly:
Attached is the Department of Administration's annual report to the Council on Small Business, Veteran-owned and Minority Business Opportunities as required by s. 16.75(4)(a)5, Wis. Stats.
A736 The report evaluates the performance of Wisconsin's small businesses in submitting bids or proposals to the State and identifies the Department's initiatives to encourage small, veteran-owned and minority businesses to participate in the State's purchasing program.
The report shows that the dollars the State spends with Wisconsin small businesses have increased, although the number or orders placed has decreased. This may be due to the fact that the State adopted a new policy in July 1994 requiring purchase orders only for transactions above $1,500. Prior to July 1995, purchase orders were required for orders over $500.
* The number of purchase orders placed decreased to 89,075, compared to 92,700 in 1993-94 (a difference of 3.9%).
* The dollars awarded to Wisconsin small businesses increased to $297,947,386 up $34,550,907 (13.1%) from 1993-94.
