To the Honorable, the Legislature:
This report is transmitted as required by sec. 20.002(11)(f) of the Wisconsin Statutes, (for distribution to the appropriate standing committees under sec. 13.172(3) Stats.) and confirms that the Department of Administration has found it necessary to exercise the "temporary reallocation of balances" authority provided by this section in order to meet payment responsibilities and cover resulting negative balances during the month of January, 1996.
On January 1, 1996 the Wisconsin Health Education Loan Repayment Fund balance was -$22 thousand. This shortfall continued until January 22, 1996 when the balance reached +$214 thousand. The shortfall was due to the timing of revenues.
On January 17, 1996 the University Trust-Principle Fund balance was -$14.2 million. This shortfall continued until January 22, 1996 when the balance reached +$14.2 million. This shortfall was due to a delayed transfer.
The Wisconsin Health Education Loan Repayment Fund and University Trust-Principle Fund shortfalls were not in excess of the $400 million ceiling and did not exceed the balance of the Funds available for interfund borrowing.
A1085 The distribution of interest earnings to investment pool participants is based on the average daily balance in the pool and each fund's share. therefore, the monthly calculation by the State Controller's Office will automatically reflect the use of these temporary reallocations of balance authority.

To the Honorable, the Assembly:
Pursuant to Chapter 109 of Wisconsin Statutes, I am providing you with the annual report on business closings and / or mass layoffs. The statute requires that this report is due no later than March 1st annually and that it include the number, type and disposition of all determinations made by the Department under ss.109.07(5)(N)(6)(b).
Since January 1, 1996 the Department has received two complaints. One complaint remains under investigation while the other was dismissed by the Department as no violation.
The Department in 1995 received nine complaints, of which the Department dismissed four complaints as no violation and five complaints remain under investigation.
One 1994 complaint remained under investigation at the beginning of 1995. The Department dismissed this complaint as no violation during 1995.
One 1992 complaint remained active within the department at the beginning of 1995. The complainant had appealed the Department's initial determination in this complaint. In 1995, the Department reaffirmed its initial determination and referred the complaint to the Attorney General to be considered for litigation.
