Governor's Veto Message
May 31, 1996
To the Honorable Members of the Assembly:
I have approved Assembly Bill 502 as 1995 Wisconsin Act 381 and deposited it in the Office of the Secretary of the State. I have exercised my partial veto authority in section 3.
The bill creates a new annual earnings period for non-teaching public school district employes provided benefits under the Wisconsin Retirement System (WRS). The legislation also makes an appropriation to fund the necessary changes in the WRS.
The legislation includes a provision that increases the authorized project positions for the Department of Employe Trust Funds. I am vetoing that portion of section 3 that authorizes 1.75 SEG project positions because I object to adding additional positions for services the agency may obtain through other means and existing positions using the appropriated funds which I am not vetoing.
