Bradley Center Sports and Entertainment Corporation

The Honorable, The Senate:
I am pleased to enclose the audited financial statements for the Bradley Center Sports and Entertainment Corp., fiscal year 1993-94. You will note the Center's sixth year of operation continued the extraordinary success that has been a hallmark of this facility since it opened in October of 1988. In reviewing the financial statements, it may be helpful if I provide here certain points of context that may not be reflected in the numbers alone:
Support of Wisconsin sports teams
The Center is home for five teams -- twice the norm for a major arena. These are the Milwaukee Admirals, Bucks, Mustangs, Wave and Marquette University. In this respect, we believe the Center is clearly fulfilling the desires of Jane and Lloyd Pettit, who gave this extraordinary gift to the people of Wisconsin in support of Wisconsin sports.
Economic Interest
Almost 200 events take place annually in the Bradley Center. The combined impact of this programming was an influx of 1.9 million patrons into downtown Milwaukee last fiscal year.
The economic ramifications of that influx are substantial. The four-day Western Collegiate Hockey Association's Playoff Championship alone put an estimated $3.8 million into the Milwaukee economy, according to the Greater Milwaukee Convention and Visitors Bureau. The Bureau estimated comparable impact for the two-day Bank One Badger Hockey Showdown.
The continuing influx of patrons through the prime operating season, October 1 - March 30, has supported the revitalization of the downtown. The development of retail business around the Center has generated additional jobs, as well as corporate and sales tax revenue. The Center itself provides 62 full-time positions and seasonal employment equivalent to 350 additional full -time positions.
Community service
The Center's policy of allowing non-profit groups to operate its concessions on a shared-revenue basis has now, after six years of operation, generated $2.3 million for those groups to reinvest in our community. This policy, again, was created and is carried on in the spirit of the donors of the Bradley Center, who have generously contributed so much to Wisconsin and its citizens.
The Center remains committed to community service in other ways, as well, including making its facilities available for fund-raising events conducted by local organizations. The Center is a major sponsor, for example, of the Milwaukee Urban League's annual Black and White Ball, which last fiscal year raised $175,000 to help finance the Urban League's good works.

The Department of Employment Relations presents the enclosed Fiscal Year 1994 Annual Report which reviews the accomplishments of the State Employment Options (SEO) program. The SEO program was developed to provide training to recipients of Aid to Families with Dependent Children (AFDC) on how to apply for and secure employment with Wisconsin State Government.
The Report includes an overview of the program, data on numbers of workshops presented and participants by county as well as participant demographic information. The Report also identifies participant progress in obtaining employment.
