The following annual report on the Wisconsin Vehicle Inspection Program (WVIP) summarizes the operating data for the 1994 fiscal year. This period covers July 1993 through June 1994.
The Wisconsin Vehicle Inspection Program, in operation since 1984, is one of the primary components in the region's strategy to reduce vehicle emissions in the southeastern Wisconsin ozone non-attainment area. Over 950,000 vehicles are tested annually in Wisconsin's "severe" ozone non-attainment area-which includes Kenosha, Milwaukee, Ozaukee, Racine, Washington and Waukesha Counties. The program was expanded to Sheboygan county in July 1993, which is designated as a "moderate" ozone non-attainment area.
S140 The WVIP test vehicles for hydrocarbon (ozone-forming) and carbon monoxide tailpipe emissions. Since April 1989, vehicles have also undergone an equipment inspection, to make sure that their factory-installed emissions control equipment has not been removed disabled or altered. The program has effectively prevented an average of 40, 000 tons hydrocarbon (HC) and and carbon monoxide (CO) vehicle emissions from polluting the air each year.

The Honorable, The Senate:
As the Statewide Employee Assistance Program (EAP) Director, I am pleased to present you with a report of the State's EAP activity for July 1, 1993, through June 30, 1994. This is the first Statewide EAP report incorporating program utilization from all State agencies and the University of Wisconsin System. We serviced approximately 3,000 employes during this time period with the goal of improving employe well-being and productivity.
The State's EAP is defined as a confidential worksite program designed to assist in prevention, identification and resolution of behavioral, medical and productivity problems associated with employes impaired by personal concerns. These include, but are not limited to: health, marital, family, financial, alcohol, drug, legal, emotional, stress,or other personal problems which may adversely affect job performance. Services provided by the EAP are:
