Relating to a Proclamation that the Flag of the United States and the Flag of the State of Wisconsin be flown at Half-Staff as a Mark of Respect for the Late Paul Kafer, Long-Time Teacher of the Kenosha Unified School District
WHEREAS, on February 27, 1996, Paul Kafer died of natural causes; and
WHEREAS, Mr. Kafer faithfully and tirelessly served the students of the Kenosha Unified School District for thirty-one years; and
WHEREAS, Mr. Kafer devoted his life to working with at-risk students ni the finest tradition of his profession; and
WHEREAS, the students of Reuther Central High School petitioned the Office of the Governor, through the Kenosha Superintendent of Schools, to approve the lowering of the flags.
NOW, THEREFORE, I, TOMMY G. THOMPSON, Governor of the State of Wisconsin, by the authority vested in me by the Federal and State law, do hereby authorize the flag of the United States and the flag of the State of Wisconsin to be flown at half-staff on the campus of Reuther Central High School beginning forthwith until sundown on the day of Mr. Kafer's interment.

Relating to a Proclamation Declaring a State of Emergency in Waupaca County and Calling to Active Duty Such Elements of the Wisconsin National Guard as are Necessary to Address this Emergency
WHEREAS, a train derailed near Weyauwega, Wisconsin in the early morning hours of march 4, 1996; and
WHEREAS, this incident creates a significant threat to life and property rising to the level of an emergency; and
WHEREAS, the needs of Waupaca County cannot be met with local resources.
S753 NOW, THEREFORE, I, TOMMY G. THOMPSON, Governor of the State of Wisconsin, by the authority vested in me by the Constitution and the laws of this State, and specifically by Wisconsin Statute 21.11, do hereby:
1) Declare that a State of Emergency exists in Waupaca county; and
2) Call to active duty elements of the Wisconsin National Guard to assist in the management of this emergency and direct the Adjutant General or his designee to deploy such personnel and equipment as may be necessary.

WHEREAS, on March 26, 1996, Edmund Sixtus Muskie died of natural causes; and
WHEREAS, Edmund Sixtus Muskie faithfully and honorably served the people of the United States as a United States Senator and as the Secretary of State.
NOW, THEREFORE, I, TOMMY G. THOMPSON, Governor of the State of Wisconsin, by the authority vested in me by the Federal and State law, do hereby authorize the flag of the United States and the flag of the State of Wisconsin to be flown at half-staff at all public buildings, grounds and military installations of the State o Wisconsin equipped with such flags beginning at sunrise on Saturday, March 30, 1996 until sundown on that date.

Relating to Amending Executive Order #262 Relating to the creation of the Commission on Reform of the State's Human Resource System
WHEREAS, the Commission on Reform of the State's Human Resource System was created on October 10, 1995 in Executive Order #262; and
WHEREAS, the need exists to expand the time limit for the Commission to submit its recommendations,
NOW, THEREFORE, I, TOMMY G. THOMPSON, Governor of the State of Wisconsin, by the authority vested in me by the Constitution and the laws of this State, and specifically by Wisconsin Statute 14.019, DO HEREBY AMEND section 1.c. of Executive Order #262 such that the Commission on Reform of the State's Human Resource System shall be required to submit its recommendations to the Governor by September 1, 1996.
